it would be even more reassuring if there were more concern about good old common sense in government spending For even in todays society where the two car family is the norm and the dollar can have the unreality of poker chip the aban don of some government spending can be as tounding case in point At hand is the annual report of the Ministry of Culture and Recreation This branch of government sometimes known to cyriics as the ministry of ballots and balls this year will be spending $211 million The cynicism towards this ministry can be overdone In addition to supporting the arts and sports and such curious endeavors as buying tuxcdos for malc quartets it has some responsibilities of significance The library service of the province for example is under its direction But $211 million is huge amount of money thilllON And it becomes astounding when you look at what is being spent or isnt being spent in other highly significant fields To take one example there is the matter of research powerful argument can be made that the whole future health of Ontario and therefore QUEENS PARK the future welfare of the province can de pend on research at this time This rests on the assumption which today is getting to be widely recognized that if On tario is to remain economically healthy let alone prosperous it will have to rely on its ad vanced technical expertise It will have to keep News Service For few moments it looked like the old gunstinger again There was Liberal Leader Pierre Trudeau his thumb in his belt his voice rising his eyes burning telling 300 cheering followers that he was on the way back to the prime ministership We have to throw the government out as soon as we can he declared in his most determined declaration since the May 22 general election It was what the good residents of Ottawa West wanted to hear from the man who used to ignite political passions my merely entering shopping centre thought quite frankly we would have fairly long time to rebuild and reflect am disappointed You just have to look at the government to know we dont have that much time in opposition said the soyearold Liberal leader More cheers As the audience left the crowded auditorium there were hopeful comments that perhaps Trudeau was regaining his old fire and enthusiasm Perhaps some said this was turning point Perhaps they could forget his earlier comments about giving the new Tory government an opportunity to pro ve itself Perhaps there really would be an early election and the return of Grit govern ment For few moments it was clearly an up beat occasion the people under the leadership of Pierre Trudeau While the leader didnt say much on the subject he listened carefully And if he has been listening since then he has presumably picked up some rumblings of discontent about his parliamentary leader ship something he hasnt beendisplaying with his traditional zest Even allowing for the fact that it isnt easy to adjust to an op position role Trudeau has not been im pressive during this first month of the new Parliament In fact the entire Liberal party seeth disorganized in its parliamentary at tac And considering the various flipflops per formed by the government in the last few months not to mention the enormous economic problems now being confronted there would appear to be ample material for the Liberals Yet its the New Democrats who seem to be carrying the ball in this respect Trudeau who might be preoccupied with internal party difficulties or even with the Quebec referendum plods through the mo tions every day as the leadoff questioner But his inquiries are not piercing He keeps asking what the prime minister intends to do or what he as done about this that and the other thing giving Prime Minister Clark golden opportunities make exaggerated claims amid applause from his applause loving backbenchers It isnt difficult to detect growing impa tience among Liberal MP5 as they await oratorical outburst from their leader And suspect that Pierre Trudeau had this in mind the other night when he went into that auditorium in Ottawa West With the cheers of his supporters ringing in his cars it was easy to reignite reach his own peoplewith his war crv El Salvador civil war may be second Nicoroguo By JOHN IIARBRON Foreign Affairs Analyst Thomson News Service The continuing civil war in El Salvador has all the markings of second Nicaraguan con flict in the same part of the hemisphere where Nicaragua is situated El Salvador is poorer and at the same time more populous nation than Nicaragua its fellow Central American republic But like Nicaragua under the brutal and immenser rapacious Anastasio Somoza this rich agrarian country has been devoured by small and incredibly cruel elite of families determined to crush all opposition The opp05ition on the other hand is not disorganized rabble of the poor and unemployed but wellstructured and well armed combination of leftwing groups like the Sandinistas who finally won their civil war in Nicaragua But the opposition will win This probably explains why junta of soldiers and civilians unseated Salvadorean president General Carlos Humberto Romero who ruthlessly resisted the rebel groups The junta promises elections and is clearly trying to forestall the same kind of complete victory for rebels which finally was achieved against Somoza and his henchmen in Nicaragua STILL IORE STRIPE But the leftwing groups know this and have continued the civil war just as strongly against the twoweek old junta However unlike Nicaragua there are signs the opposition on the left could split mainly because of the extremist politics of the Popular Revolutionary Bloc Believed to have direct support from Castros Marxist Cuba with weapons and cer tainly with its Marxist ideas the Popular Revolutionary Bloc may be going too far for populatiOn which is weary of the war with its personal dangers and loss djobs El Salvadors Catholic Archbishop Oscar Arnulfo Romero who openly supports the rebel cause is prepared to give the new junta chance to head for representative govern ment The causes of the bitter and very bloody civil war in El Salvador are the identical ones we have seen elsewhere in the Caribbean dur ing the national upheavals in such neighbor ing states as Guatemala the Dominican Republic Panama and of course the most re cent one in Nicaragua These are exploitation of population and an economy by small groups of very rich families who have gained power either through historic land ownership or political patronage The Roman Catholic Church too has been involved in these cruel civil wars on both sides Conservative bishops have supported landowners and the military out of the fear of Communism arriving with revolutionary groups in power REBEL PRIESTS But they have been outdistanced by the number of socalled worker and liberation priests who have gone over to rebels and guerrillas faced as they are day by day with so much suffering Finally there is the concern in Washington that Havana is encouraging revolution in El Salvador as some alleged Castro had done in Nicaragua and is trying to do in the Dominican Canadians who have always wondered why we pour our socalled foreign aid dollars into countries that hate us laugh at us persecute those who disagree with them support communism etc can only hope that Floras views on restric ting or eliminating aid to these countries will penetrate the Clark cabinet It might make up for their stupid finance policies Of course that other Conservative leader by the name of Peter Lougheed in Alberta deserves all the criticism he can get through his isolation policies regarding his oil or should say OUR oil Its Canadas oil But he is blackmailing the rest of the letters to the Editor recently by the two persons that criticize Alderman Mills for his concerns over the method of gathering information used by the Vernons Directories staff Mills is concerned over peo ple being mislead by the Vernons represen tatives and personally believe that misleading approach is used by their enumerators If person comes to your door and claims to be enumerating for the
