here of the provincial governments man power training programs is something much more fundamental an attitude Canadians have developed towards bluecollar work In the legislature the Specific issue is why General Motors has to advertise in England for 350 skilled workers when we have 319000 unemployed The opposition have zeroed in on that aspect criticising the governments ap prenticeship programs in particular and manpower training in general And obviously the Tories being in power here for the past 33 years hear good chunk of the blame for any hobbling effect lack of skilled workers has on our industry In particular they can be attacked for failing to respond quickly enough to crisis that has been brewing for decade But the real problem goes much deeper and the opposition are as guilty as the govern ment for creating it IVORY TOWERS It is psychological Tories Liberals and NDP especially NDPi have persistently followed the line that education should be some kind of voyage of the city of Barrie is big business This years $20 million city budget amptly demonstrated Yet council met just 10 hours to approve that amount of Thats too much trio fast for even the best prepared Barrie may apply There are four types of financial help in the General Welfare Assistanco Program general assistance special assistance sup plementary aid and incentive allowances To day we will look at some of the aspects of general assistance SEEKING EMPLOYMENT General Assistance is often referred to as welfare It is issued to those in financial need to provide ordinary living expenses person qualifying for GWA will receive the difference up to prescribed limit between budgetary needs and income if any An applicant is eligible for welfare if he or she is in financial need and if able is actively seeking employment whether it be fulltime parttime or casual The applicant must also be making reasonable attempts to secure all such employment and person under the age of 18 is not eligible unless there are special circumstances Financial need is defined by legislation which comes from the Provincial Govern ment and person is in financial need when he or she does not have enough money for necessary expenses The municipal welfare administrator takes into account three things to determine whether someone is qualified to receive assistance first the total of the per sons liquid assets second what budgetary needs include and third monthly income if any Liquid assets are assets owned by an ap plicant or dependents that can readily be con verted to cash such as bonds stocks or deposits in banks Budgetary needs are calculated according to the legislation with amounts for ordinary needs shelter and fuel if it is not included in the shelter costs In calculating income earnings from employment are included as are pension ayments and net income from any business lJInemploymcnt Insurance Benefits are counted in full as are pensions and generally most money received that is not specifically excluded is counted EXEMITIONS POSSIBLE Causal gifts donations from religious or charitable organizations family allowances and casual earnings of dependents are not classified as income If income is earned from roomers or boarders exemptions are given to allow for the cost of earning such iii come If the recipient or spouse has job part of the gross earnings may be deducted froln the calculation of income as an incen tive for the person to work As mentioned beforehand General Welfare Assistance is governed by legislation of the government of Ontario and includes other types of financial help besides welfare Besides the other three items aforemen tioncd the Social Services Department of the city of Barrie looks after applications for homes for the aged applications for homemakcrs and nursing services as well as applications for day nursery service wherin the city will subsidize the cost of the care of children in lay care centre should the work ing parent or parents ask Well let me tell you Police radar have clocked trees houses and sundry other sta tionary items at speeds of more than 86 miles per hour Yes you read it correctly trees and houses No the radar operator hadnt been drink ing nor was there some gigantic windstorm or the incredible Hulk moving these items It seems that radar machines are no longer as accurate as they once were Apparently radar of some 25 years ago worked better than it does today because it was non moving piece of apparatus that clocked the speed of things moving passed it Now with radar being used in moving police car the device is no longer as accurate as it once was and therefore falsely records speeds of nonmoving objects such as trees and houses PROSECLTII SPEEDEBS Im rather delighted with what has oc curred in Dade County Its not that want to see the police put down or embarrassed As citizen Im just as anxious as anyone else is to see that the laws of this Country are upheld and that Speeders iii particular this election it appears to revolve around the power of unions VOTERS ONCERNED After winter of strikes which saw schools close ambulance men refusing to answer calls garbage collectors permitting rubbish to pile up in the streets and food locked on the docks behind picket lines its situation which has voters on both sides concenied Mrs Thatcher has said the Conservatives can work with big
