qualifying for GWA will receive the difference up to prescribed limit between budgetary needs and income if any An applicant is eligible for welfare if he or she is in financial need and if able is actively seeking employment whether it be fulltime parttime or casual The applicant must also be making reasonable attempts to secure all such employment and person under the age of 18 is not eligible unless there are special circumstances Financial need is defined by legislation which comes from the Provincial Govern ment and person is in financial need when he or she does not have enough money for necessary expenses The municipal welfare administrator takes into account three things to determine whether someone is qualified to receive assistance first the total of the per sons liquid assets second what budgetary needs include and third monthly income if any Liquid assets are assets owned by an ap plicant or dependents that can readily be con verted to cash such as bonds stocks or deposits in banks Budgetary needs are calculated according to the legislation with amounts for ordinary needs shelter and fuel if it is not included in the shelter costs In calculating income earnings
