Michael Bacon planner with Proctor and Redfern con sultants told the Ontario Municipal Board OMB Thursday putting farmland in city limits will impose financial restrictions on development not possible in rural areas He explained cities will restrict development of land unless urban services sewers ater hydro are available Usually he said there ser vices are located quite distance from the farmland and development has to be staged Mr Bacon was being cross exainined by John Sopinka In nisfils lawyer during the sixth day of the OMB hearing The hearing was called when the city applied to annex about 20200 acres from three townships Innisfil Vespra and On The city dropped its bid to an nex the 2100 acres in Oro Township Mr Bacon was critical of In nisfils proposed official plan which he said will not protect farmland from development They Innisfil elected of ficials say they want to preserve agriculture land but dont think it the official plan will hesaid SIMILAR PROJ ETION He said Innisfils plan has population projection for the area similar to the proposal by the city for urban development Theres substantial popula tion in Alcona Beach south of the annexation area which will be darn near as big as the pre sent City of Barrie he said Reading from the Innisfil proposed official plan Mr Bacon said the townships 30 year population figure is 54000 with 3000 in Stroud 5000 in Lefroy and 25000 in Alcona Beach Mr Bacon told the hearing be had some difficulty getting in formation from the township even though he wrote and asked for it It was told in letter that by resolution council said it was premature at this time hesaid The planner also defended his companys annexation report to the city which suggested not ex tending too deeply in the Not tawasaga Watershed Most of the land excluding 0m in the annexation applica tion drains by gravity into Kempeiifelt Bay Some of the land in Vespra Township is in the Nottawasaga Watershed especially the com mercial development north of city limits on Bayfield Street Mr Bacon said his company has told the city it has to be extremely careful in the Not tawasaga Watershed because it is an environmentallysen sitivearea When Mr Bacon mentioned there is some commercial development in the watershed and it is not necessarily evil Mr Sopinka asked if it was good ITS STUPID With respect sir think thats question cant answer favor if taxes went up The results 54 per cent said no 287 per cent said yes and 173 per cent were not sure survey of the sample size taken is accurate to within plus or minus 48 per cent the let ter states statement was read to each person before the questions were asked The statement pointed out the city wants the land to grow in population from 35000 to 125000 by 2011 IIAI IIEARI Asked if they had heard of the citys propocal 88 per cent said yes nine per cent said no and three per cent were either not sure or did not answer Of the people opposed to an nexation there were 59 oer cent who said they like things the way they are in the city Other major reasons for op position included disad vantages of growth 19 per cent other unspecific reasons 19 per cent taxes go up 17 per cent Thirtyone per cent of those in favor of annexation said there is need to create more iobs in the city Other reasons for support were inevitable growth 29 per cent would create more jobs 18 per cent planned growth 16 per cent and other reasons 14 per cent Most of the people answering the survey 59 per cent said they believed taxes will go up because of annexation But 30 per cent said the taxes would stay the same six per cent said they would go down and five per cent were not sure The OMB reserved today to hear Opinions about annexation from the public Ruling by hearing chairman leaves some lawyers guessing Alex Arrell Ontario Municipal Board OMB hear ing chairman made ruling Thursday which left most of the lawyers at the hearing guessing at his intent Couple convicted of manslaughter LONDON Ont CP James and Florence Antone were convicted Thursday in county court of manslaughter in connection with the death of their sixyearold daughter who died last year of malnutrition The Antones residents of the nearbyOneida Indian settle ment were remanded in cus tody to next Wednesday for sen tencing The couple was also con victed of not roviding the necessities of lie for another daughter aged five Judge Jacob said the Family and Childrens Services was almost delinquent in its su pervision of the family Evidence at the trial showed the agency began supervising the family in 1971 after the chil dren were taken to hospital and underwent twotyveek treat ment for malnutrition Last Dec 18 the Antoness daughter Loretta died of mal nutrition before she was admit ted to hospital and their daugh ter Joan was suffering from malnutrition when she was ad mitted court was told The couples other daughters Julie now four and Jennifer two were in healthy condition Its just beyond com prehension how anyone who had two normal healthy children wouldnt realize what was happening to the older chil dren said Judge Jacob He added that the couple dis cussed between themselves what they were doin to the girls and this showed tï¬ey were aware of their actions Psychiatric evidence showed both parents are of average in telligence Mr Arrell said the board is accepting the figure of 110000 people as the official 30ltyear population forecast But according to most of the citys evidence including the Simcoe Georgian Area Task Force report the population should be 125000 Mr Arrell said since the city is dropping its bid for 2100 acres in Oro which could have ac commodated 15000 people the total population figure has to change Interrupting the cross examination of witness by John So inka Mr Arrell said he coul not see any magic in any population forecast Youre wasting an awful lot of time on density he said to Mr So inka Were not in terest in density The ap lication is to annex certain ands The city doesnt have to accept 125000 They could stop at 105000 He said the density of the land annexed will depend on an official plan which the board is not considering at this time As Mr So inka continued pressing for use of density and the 125000 gure Mr Ar rell shouted dont care if you agree with the gure You cant set the figure he told Mr Sopinka Were the board agreeing to figure of 110000 During later crossex amination of city witness Michael Bacon of Proctor and redfern Mr Arrell continued to interru He to Mr Sopinka the time to save farmland in Ontario was not at
