and collegiate institutes the cost per pupil is scarcely ever less than 20 and often 30 or 10 considering the en ormous number of pupils who receive their whole education in the public schools it ratepayer who has no children to bo educated and unfortunately in many cases even the parents of the child ren are willing to elect such ratepayers as trustees fre quently it is quite impossible for the inspector to secure muchneeded improvements in the building and equipment of- thc schools through the neglect or economy of such trustees i am sorry to have to report that proyements at least three of the school buildings in my inspectorate are not suitable for school buil dings at all and i regard these as dangerous to the health of the children on the other hand i am glad to be able to say that in most cases trustees and rate payers have shown a coin mendable interest in carrying out suggestions for the im provement of the school prem ises lion department the maxim of this party in educational re- iform is expressed in the words of president london of to ronto university no system is so dead as a perfect system there can be no doubt that overregulation of the courses of study and of methods of school management must tend to repress the individuality alike of teachers and of pupils but it must be remembered that great freedom means grea ter responsibilities and better teachers to fulfil such respon sibilities in other words the greater freedom given to the teacher would call for increas ed energy devotion and ability on the part of the teacher i am not without hope that the time is near at hand when a much enlarged freedom may safely be given to the schools and when each teacher may within reasonable limits follow out his own educational ideas under judicious inspection af ter all a competent and able officer is worth far more either in the civic or educational life of the community than a statu tory regulation however judi cious by chief hill to return the ve hicle to the police station last night the charges followed a re ported fight between the three early today in which the chief was reported to have suffered injuries which necessitated medical treatment when crown attorney alex c ha qc asked 501 bail for each of the two accused in po lice court magistrate ft s ebbs commented 1 would sug gest a much higher bail at least 2000 as this is a very ser ious case and the chief was badly beaten up constable morden was held in jail at whitby while consta ble thompson was only taken into custody full details of the affair were not available at press time but it was learned that chief hill was doing patrol duty for con stable dave freeman who was off duty constable hill joined the pickering township force as chief two years ago after mov ing there from haileybury he is a second world war ve teran and was commissioned after enlisting as a private constable morden joined the pickering township force ab out one year ago he came from district 10 kenora of the on tario provincial police constable thompson joined the force two years ago he had been a police constable in sutton district the chief was reported to have been slugged by one man while the second held his hands police officers said the affair started when chief hill and another officer arrived at the police station thursday night and were told by the officer on duty that morden who was on duty had come in taken the keys to a cruiser and driv en away in it when the chief called the missing cruiser on the radio and told morden to bring the car back morden refused and the chief called provincial po lice officials said morden was stopped in scar- boro and taken to whitby jail but was bailed out by con stable thompson the two men left and a short time later the chief was attacked it was the first case of police officers being charged with as saulting their own chief in the memory of senior toronto o- lice officers a pickering police commis sion meeting was called for 3 pm today it is reported that after mor den was released from the whitby jail he and thompson returned to the pickering po lice office to gather mordens personal belongings it was while the two officers were there that the alleged assault on chief e l hill took place constable allan of the picker ing police was at the station when the assault took placa but he was not a witness crown attorney alex hall said he felt that had morden just been reporting for duty and there had not been any extenuating circumstances it chief hill was treated for a would have been within mor- broken many cases neither trustees nor clergy ever enter the school from years end to years end during teaching hours educational reform in the matter of the entrance examination the present trend of educational opinion seems to be towards its simplification by eliminating such subjects as history physiology and temper- voluntary schools the uniformity which has been descrihsd as the great fai ling of the present education system has given rise to a de mand on the part of some sec tions of the community for vol untary schools which shall re ceive state aid another reason which lias been adduced by their advocates in support of them has been already referred to in the first paragraph of this report namely that the inter ests of the parent are sacrificed to the interesjt of the ratepa3er who is not a parent it is claimed that in the man agement of a voluntary school the parent would have full control and that needed im- in the building equipment etc of the school would not be hindered by the penuriousness of the nonpar ent ratepayer these i think are the only valid reasons that have yet been given in support of the claims of such schools but it would i think be a monstrous injustice to with draw one dollar of the peoples money from the public schools for trie use of special communil ties such as would arise in this way and as i have already indicated it is quite within the area of probability that both these valid objections to the present public school sys tem may e obviated by judi cious legislation praclical education a great demand for practi cal education has been keeping the course of study in our schools in a state of continual ferment for the last 15 years everybody seems to want prac- tica education but no two of these practical educators have reached any unanimity of o- pinion as to what eonsitiutos an education which shall be really practical to one man it means training in elementary film council film club our june film council meet
