the everrising education al costs slating that ii was im possible for any municipality to cope with the situation with out increased aid from the pro vincial and federal govern ments he pointed out how ever that it might be possible to lower the tax rate in 1955 through increased assessment in touching on county work reeve todd stated that a new registry office had been bttit at whitby and an
