illegally elected i had always hoped that pickering township would el ect a council which would truly represent the interests of the entire township and not any regional social polit ical or occupational group however my own observa tions over the past three elec tions convinced me that under- the regime of the old guard such an election was not un likely but impossible due to the general unethical as well as careless manner in which the pickering township mun icipal elections have been con ducted i feel that we must all jeal ously and sincerely safeguard the sanctity of all elections and see that they are conduct ed according to both the rules and the underlying spirit of the rules if in my opinion the same procedures were per mitted at federal and provin cial levels as took place in the pickering township municip al election we would have virtually set up a totalitarian state in this fair dominion of canada tt is too often thought that a municipal government is the last link in the chain of gov ernment it is not the last but the first link the root and not the branch spending literally billions of our dollars to pro vide the schools roads and practically all public services that spell progress and ach ievement in this young nation for these reasons i have as sociated myself with a group of public spirited citizens hea ded up by mr g allman of claremont and cash year in the stoufrville tribune i grew up in the ontario town of beaverton mr bruce explained and i know per sonally the important part which the weekly paper there played and still plays in the life of the entire community weekly newspapers are not only thoroughly read but the character and calibre of their editorial and news coverage makes their advertising col umns effective beyond what might be normally expected from a comparable circulation in a large city daily or magaz ine mr bruce added the stouffville tribune is this year one of about 200 weeklies in which we will car ry a series of advertisements on builders of canada while our company he continued has not yet estab lished oflices in each of the markets served by these news papers the use of consumer credit has now become an in- t regal part of the lives of most canadians small sum install ment loan services regulated by the government are used today by literally hundreds of thousands of families and have made a major contribu tion to the continued healthy growth of our canadian econ omy we therefore feel that we have a respoasibility as the largest of the canadian con sumer loan companies to tell our story not only in the large metropolitan centra but in communities served by can adas leading weekly newspap ers this advertising associa tion with weekly newspapers started nearly two years ago mr bruce concluded it has been growing steadily and we hope that it will be mutually profitable there is no substi tute for weekly newspaper ad vertising in reaching the five million canadians who live outside
