in each constituency are print ed locally on the blank sheets of ballot paper supplied by mr cas tonguay resides providing for the vote of some 9000000 civilians mr cas tonguay also has to plan to handle the vote of service personnel at home and abroad in a letter to returning officers mr castonguay informed them that he has no idea when an elec tion will be called he added nevertheless it is
