belief at the october meeting of pickering township council that the township should be divided into two sections for purposes of some municipal expenditures taking above the third concession as the northern section and below the third as the southern division he advocated the south have what ever improvements they wanted but letting them pay for them he contended the northern section should not be expected to help pay for the expensive police protection necessary in the southern division and was firm in his conviction that the only police protection neces sary in the northern area was that
