eighteen york county municipalities would benefit by decreased costs the report stat ed while costs would increase for six municipalities because of the contentious nature of the report the educa tion committee did not make any recommendation regarding the report but merely tabled it for the information of mem bers council decided to defer decision on the matter until the january session of council own secondary school students un der present legislation crea tion of every municipality into a high school area would mean thai each municipality in the county would pay 100 per cent of the cost of educating its own high school pupils but would not contribute to the cost of any other municipality it was ex plained at present municipalities which are not high school areas do contribute to education costs in other areas in a nonhigh school area the municipality pays 50 per cent of the cost of educating a pupil whom it sends to another municipality which has a high school the other 50 per cent is paid by the total number of nonhigh school areas which are grouped as a unit for this purpose expressed keen interest even if a municipality has no high school it may be created a high school area and pay only the cost of educating its own high school pupils sent to an other district deputy reeve joseph vale of newmarket chairman of the committee said members had discussed the plan with duncan mcarthur deputy minister of education who expressed keen interest in it council authoriz ed the education committee to cooperate with the department of education in presenting a further report to the january session a 1939 order in council of the provincial government author ized payment of 10 per cent of gross secondary education costs to municipalities which have not high schools
