that until the situation improves in germany there can be no general recovery from the existing state of depression the deduction from this is first improve the situation in germany and then general recovery will be possible this statement is practically the opening of the report and the con cluding one is in these words we therefore conclude by urgiiis most earnestly upon all the govern ments concerned that they lose no time in taking the measures neces sary for bringing about such condi tions as will allow financial oper ations to bring to germany and thereby to the world sorely needed assistance the report of course tells what is necessary to bring needed assis tance to germany and to the world but having done that the commit tees work is endedonly the govern meats interested can take the next step and do the things necessary to remove the cause for the continuing depression the committee gives a sharp reminder of the urgency of the case in these words but the time is short the german problem as the re port clearly shows is but a part of a larger one that concerns the whole world we have to consider the wide spread unemployment in the united states and the preparations the president is even now making for relief this winter to realize how it concerns us we can no longer main tain the fiction that we are not interested in the matter of german reparations and kindred matters the sufferings past and prospective because of unemployment and the losses to business rise up to refute the fiction in a great world emergency would it not be becoming in the united states to throw politics to the winds and take the leadership in initiating the necessary measures to bring about these bettor conditions the farmer ownes the creek stream one dose german remedy ends gas i was saturday erenlngcloscd wednesday at noon a toronto man who was out in the country trout fishing one day last week got into a hot argument with a farmer across whose place a fairly wide and rapid stream ran and he asked the creemore star man to back him up in the argument he made and published the facissays the star the farmer was we be lieve entirely within his rights in ordering the angler off his place a man cannot fish on another mans place without permission this we thought everybody knew it is in herent in the private property system the point in dispute between the two men was as regards the stream and the bed of it the angler en tered the stream where it crossed the public highway waded the bed of the stream and when the farmer ordered him off the place he refused to go claiming that the flowing water belonged to no one person and he had the right to wade the bed of the stream as long as he did not go ashore if he argued he came to a place where he could wade no further then he would have to turn back and regain the public way without trespassing on the farmers land the farmer insisted that the bed of the stream was as much part of his farm as the land on both sides of it ho was quite right no doubt and his registered deed would show it many persons and city anglers perhaps more than others confuse streams with navigable streams if a man seated in a canoe could ride a stream over a considerable dis tance a farmer whose property the stream crossed might fail in at tempting to forbid this for the can oeist would be riding public water and not touching private land there could be at any rate a keen argument about it but not where person wades the bed of the stream the bed of the stream is land owned by the farmer he con trols the water while it crosses his place but cant turn the stream from its bed he must let it run he can not divert it or prevent it going its way he cannot pollute the stream be cannot put in nets or wires to prevent fish going down or up but ibove the water he may erect fen ces to shut cattle or keep them out and he can post notices designed to warn anglers to keep off his place he cannot catch a trout out of sea son on his own farm nor permit any body else to do so without the offen der being liable to a fine as any other violator of the fish and game regulations the best course for a city man or anybody else who goes out after trout in the country is to avoid arguments with farmers the on- i tario farmer is a hard man to beat in an argument he is a sound reasoner and a ready debater he i knows his grounds his hundred acres and the water which flows j across it he will defend his water against an argumentative poacher with a zeal that would make you think there must be hundreds ol thousands of trout just inside his fence although so far as he knows there may not be a trout there at all the fact is that argument is one of the pleasures he gets out of living and another fact is that he does not want city fellows to forget that his farm is his farm and not public highway the best course of the angler is to refer to the own er of- the place get his permission to fish or pay him for the privilege he has something you want and if you approach the matter from that direction you may get along fine markhams unemployed enrolment of tho unemployed of markham township which closed on saturday last showed a total enrol ment of 135 men most of these men are in tho vonge street territory while some 37 enrolled with road supt maxwell at markham village from the immediate territory a singular fact in connection with the enrolment is that not a man sign ed up with councillor rennie in the district adjoining stouffville the fact that none from here appealed for winter to george spotton m p canada business collcgo college and spadlna toronto a hardluck family assistance galore failed to up lift ringwood helpless mother and children now sent to public institutions the daily press has been giving a good deal of prominence to the case of a destitute family at ringwood the reading of which would lead one to imagine that tho inhabitants of the district are a hard lot and for a church going community do not practise what they preach such however is far from the facts mrs harold pearco and her four young children liavo received assistance re peatedly from tho township council from tho neighbors tho eastern star at stouffville and also the womens institute in communication with councillor kenniethetribune obtained the facts of the case in july 1929 frank liruels engaged harold pearce in toronto us a single man to work on his farm later he learned that ho was married and pearce was permit ted to bring his wife and four child ren from montreal for which mr bruels found a home in ringwood shortly pearce took ill and while in the hospital two weeks the family received aid from the municipal council to the extent of 35 this was before the family had been here three months if tho council had been as keen as the city of montreal to unburden themselves of responsibil ity they might have shipped the family back to the jroyal city then a second time pearce went to the hospital and council again assisted the family to the extent of 55 when pearce no longer worked for mr bruels he left home and the family have been the object of charitable institutions galore coun cillor rennie finally arranged to pay the transportation of mrs pearce and the four children to montreal that she might be with her mother during an expected confinment all along the route she appears to have received help but on monday evening landed back to stouffville where the township council through constable walker took charge of the woman and family putting them up it the hotel for the night then taking them back to toronto next morning where they will be committed to an institition a warrant is out for the arrest of the husband for nonsupport accord ing to councillor rennie the home at ringwood when he visited it was a dirty squallor but the husband appeared to be on a better standard cream the wind last friday and satur day did considerable damage to some of the corn around here blowing it ever and breaking some off notes and comments the newmarket parent industry conference will go now in the his tory of north york as the biggest gab feast on record just what will come of it we cannot predict i but it gave a splendid outlet to saw individuals to relieve themselves of surplus ideas and complaints and if they bo satisfied with winding them there we will all be glad a portion of the meeting was out to slaughter the party system but found plenty of opposition to this a third party has been tried in ontario and as all know is likely to result in no party being returned after an election at all tho two party system is good enough until someone can hov the people of this country something better tho parent indus try conference didnt do it perhaps the october meeting will forge ahead witltout the inspiration of a political wing 5th line whitchurch miss beatrice chapman is visiting friends here mr and mrs eldon bolander and
