But in the case of MayorWayne Emmerson, an act- ing mayor will never be required because of his refusal to act. In approving the bylaw to appoint acting mayors for this term of council, the report states: “It is important for the municipal- ity to have someone appointed to assume the role of acting mayor should the mayor become ill or is unable to perform his duties or refuses to act†Mr. Emerson took excep- tion to the words “refuses to act". “I have never refused to act. I don't think any of you (coun- cillors) would refuse to act,†he said during Thesday aftemoon’s council meeting. “I don’t think it was right because one person didn’t want to sign something." Mr. Emmerson did not elaboâ€" rate on the situation he referred to in open council, nor did he respond to The Sun-Tribune’s request for further clariï¬cation.
