The Master Plan is intended to guide York Region as it works with local municipalities, conservation authorities and other partners over the next 25 years and beyond to implement a comprehensive pedestrian system and on and off-road region-wide cycling network while minimizing environmental impacts. The recommended Master Plan is based on the study findings and incorporates comments from a Technical Advisory Committee that included staff representatives from the Region, local municipalities and conservation authorities, a separate Public Advisory Committee established for the study, technical agencies, cycling clubs and other groups and members ofthe public. The Regional Municipality of York has prepared a Master Plan consistent with Phases 1 and 2 of the Municipal Class Environmental Assessment. Master plans are long-range plans that integrate infrastructure requirements for existing and future land uses with environmental assessment principles. While the Master Plan addresses need and justification at a broad level, more detailed studies related to some infrastructure components of the Master Plan are expected to be undertaken at a later date as part of Municipal Class EAs for other Regional and Local municipal infrastructure projects.
