constant use of that area as a truck routeand for good reason the road is not of adequate width to handle traffic of this kind and the sooner town council takes steps to ban such vehicles the better in our opinion too much time has been spent in attempting to assess the blame rather than arrive at a solution the truck drivers cannot be faulted they use the road because its the straightest line between two points cone 9 and hwy 48 fewer miles add up to more money so why not the local pit operator cannot be blamed he has no jurisdiction over employees that are not his own he can request but he cannot demand so where does the onus lie in our opinion with the municipality the council should classify the road and then enforce the load limitations to the letter of the law wasted time and heavy fines would soon convince truckers that a dollar saved is a dollar earned cooperation only doesnt work this would surely be a wonderful world if no laws were required and people governed themselves through common sense and cooperation its been tried but it hasnt worked a prime example was the federal governments fight against inflation rather than impose wage and price controls the prime minister sought the cooperation of both labor and management to achieve this end it didnt work two years ago stouffviue encountered a serious problem with snowmobiles the council of that day urged co operation rather than controls it didnt work at preston lake whitchurch- stouffville council wished to ban motorboats from that resort area members requested cooperation rather than prohibition it hasnt worked it must be evident by now at all levels of government that rules and regulations to be enforced must be backed by hard and fast laws bluffing doesnt work its unfortunate but its true it makes one wary adults are often criticized sometimes with good reason for failing to show sufficient faith in the young in many instances its not because they dont want to but rather because theyre afraid to too many schemes are merely dreams and when translated into dollars and cents they dont prove practical an example we feel is the 47000 teen centre now partially completed in the bay ridges area of pickering township the project when first introduced was supported by all kinds of promises there were dozens of volunteers and all proposals seemed sincere but that was six months ago the building is still not finished vandalism is rampant and the township is still being called on to fork out additional funds the latest donation of 7000 is from the general account several years ago a similar venture on a much smaller scale was proposed for stouffviue the village council turned it down for reasons that at the time seemed woefully weak but perhaps just perhaps the mem bers acted wisely if the pickering teen project is any example then the stouffviue decision was right its indeed unfortunate that brick and mortar cannot be glued together only with enthusiasm paralysis in planning there seems now to be some solid evidence that planning throughout this region is in fact stalled we note with interest figures contained in the recent whitchurchstouffville administrators report according to this document seventeen applications for rezoning have been received of these none have been approved all have been filed to be considered while council is drafting its new zoning bylaw the committee of adjustment did a little better but not much fortyone applications were received five of which were refused of the balance more than 20 percent 8 to be exact have been reserved for different reasons whitchurchstouffville is not alone in this situation nor is this area the worst the paralysis of planning is widespread one of the main factors in this whole mess is the old principle of too many cooks there are so many different agencies with varying requirements dealing with planning that paralysis is inevitable municipal council planning committee engineers department roads department a large development can expect to be subjected to scrutiny by all of these similar bodies will be in volved at the regional level with the addition of the health unit and board of education by the time an application wends its way to the provincial level it is being sniped from all sides department of transport health municipal affairs ontario water resources ontario municipal board everybody get a crack at it the list is endless no one is suggesting open anarchy the totally disorganized building practices that once prevailed but we sympathize with mayor bob forhan of newmarket who told regional council weve had nothing but a runaround and a complete stall on our capital works programs what are you trying to do strangle us with red tape enough is enough edit or 9 mail dear sir as a senior citizen i have availed myself of the opportunity to have our home decorating done by the high school students available through the govern ment loan plan supervised by the red cross society which is always ready to serve in any capacity whenever necessary may i say i am exceedingly well satisfied with the work done by these young people and found them very thoughtful and courteous at all times i hope many other citizens will avail themselves of this wonderful service and next year these young folk can again be helped support themselves during the summer bill smiley well here we are halfway through the summer and ive been having a whale of a time on my holidays the farthest ive been away from home with friends scooting to europe the west coast the east coast is out to the hotel to deliver or pick up my daughter the waitress ten miles ive played five holes of golf been in swimming once and havent even got my fishing rod out of the trunk of the car where its been since last summer if that makes you think i must be a pretty useless tool youre dead on somehow the days fly by they remind me of tracer bullets which come screaming straight at you and for some reason miss and disappear good old tracer bullets may i never see one again but that reminds me there is one bright spot ahead the canadian fighter pilots association is having its biennial gathering at the end of the summer and im invited to go and poison myself for three days in the company of other sprightly sagging balding paunching chaps 99 percent of whom i have never met it might be fun but i think ill pass it up these reunions are more saddening than joyful id get more fun out of taking out the old album and looking at what i was in those days sloppy hat top button undone handlebar moustache and a months of time and effort expended to bring forward such a magnificent plan for the first major sports and recreation complex to serve southern ontario i know that you have all worked very hard to come up with this scheme which should be deserving of the support of all the people in the province of ontario i know that with a great deal of hard work and effort this will come to fruition i look forward with a great deal of enthusiasm to watch this great complex go forward stage by stage for the people of whitby and southern ontario william newman mpp ontario a note saying black tie optional actually i look pretty danged distinguished in a black tie but i detest everything the phrase stands for pseudo- sophisticated middleclass snobbery im not knocking the old fighter pilots most of them came from pretty humble surroundings as i did and have done well in life after all we were the pick of the crop and no snorting please from the army and navy who gave us a hand occasionally and got in our way frequently but black tie optional is a bit rich for my blood and i can hear all the dead ones hooting with laughter at this in nocent bit of pomposity and i wonder how many of the alcoholics and the failures will be there black tie or none and theres another reunion its a prisonersofwar air force deal this too id enjoy if i knew anybody but i tried one or two of these and wound up as lonely as a lobster at a clambake all these fat redfaced canadians pounding each other on the back and retelling ancient lies while i looked for one familiar face all my friends in prison camp were czechs and poles and norwegians and rhodesians and south africans and irish and welsh and scots must have been in the wrong camp and of course theres the annual convention of the canadian weekly newspapers association coming up i still have a special relationship with the weeklies and many good old friends among their editors at least i dont feel like an outsider at their conventions but i probably wont go who would drive kim to work who would settle the fights between her and her mother who would continue to fail to put up the new clothesline and repair the handle on the bathroom door no im essential right here at home its not that im antisocial id thoroughly enjoy mixing it up with old fighter pilots old pows and old editors and i could probably arrange a ride for kim and the clothesline can lie there and rot for all i care and the bathroom doorknob can wait as it has done for six months its just that my wife takes two hours to get ready for a swim three days to get ready to go away for a weekend three weeks to get ready for a convention it aint worth it maybe ill take a day off and go down to the dock and catch some perch bird watching for the but im not a birdwatcher at least not in the professional sense i dont possess that kind of patience however i envy those who do like edgie pegg of claremont he can spend hours just looking and listening the satisfaction to be gained from such a hobby must be tremendous there are others too jeff williams and s brian aida both of stouffviue are becoming quite good on a trek through the rural regions of stouffville- whitchurch and uxbridge townships they listed no less than 54 varieties in cluding the nesting site of a seldomseen ovenbird to me thats the life but while birdwatching indeed has its benefits it can also have its hazards this i learned saturday it was my old friend dent brown down the 10th of markham who called have you ever seen a white crane he asked i admitted i never had we have two in our farm pond he continued if youre interested it might make a good picture for the paper interested was hardly the right word by the time the click of my receiver had reached his ear i was galloping down the street camera in one hand car keys in the other and a ten pound battery pack rapping me on the rear the speedometer needle was crowding ninety as i hit the hamlet suburbs of mongolia leaving most folks to conclude that cowans store had just been robbed but more hurry less speed as the saying goes i roared right past the brown laneway entrance and had to re trace my route f even as i drove around to the rear of the barn i could see them not two but three beautiful birds all as white as snow i sat in the car for a minute and stared forgetting for a moment my real reason for being there 4 a picture a picture i said to myself ive just got to get a picture with that the brown family dog began barking that always helps i tried to make friends but he resented my advances and barked all the louder i n retreated so did he then i concentrated on my mission to get as close to the birds as possible believe me it was no picnic picture yourself crawling through a field of alfalfa on your stomach over an occasional thistle a clump of goldenrod and semisolid cow manure a groundhog hole some nondescript refuse presumably from a fullgrown horse an anthill then under an electric fence only yes only at the point of capturing the most beautiful photo on earth have the graceful white creatures suddenly spread their giant wings and circle out of range this is what happened not once but on five separate occasions i did get away one fairly good shot but still too far away i pressed on the birds flight path took me along a branch of the rouge river into a section of bush country somewhere between concessions 9 and 10 a herd of holsteins were grazing in the area but they paid me no heed i waded on through dense un dergrowth mud and water and there straight ahead were the subjects of my resolute search all threei of them perched high in the branches of a dead elm tree they were magnificent balancing themselves precariously backwards and forwards as the limbs wavered in the wind i inched on now on my elbows to within fifty feet of their lofty domain the location was perfect just as i prepared to shoot a low guttural roar came from the rear i turned quickly to see a bull not twenty feet away it was obviously as startled as i he ran one way and the birds flew another i came home birdwatching its for the birds
