including hot water water and heat after considering the survey report council can initiate the pro gram it outlines by adopting a resolution requesting ohc to go ahead ohc borrows 90 per cent of the capital cost of a project from central mortgage and housing corporation and 10 per cent from the provincial treasurer the corporation pays both back with interest housing on a rentgearedtoincome basis
