budget preparation council received an information report on the 2007 operating and capital budgets as well as the five year capital forecast the report indicated some of the challenges and opportunities in devel oping the 2007 budget including an assessment growth of 107 over 2006 staffing and cost of living allowances municipal infla tion negotiation of collective agreements for
