to overhaul ontarios 13billion home care sector as tabled in a report monday by former cabi net minister elinor caplan health and longterm care minister george smitherman commissioned ms caplan to conduct the review last fall after nonprofit providers com plained local knowledge quality of care and expertise werent fac tors in the bidding process for government contracts the report the result of a six- month review suggests ontario is in need of a simplified system for awarding home care con tracts incentives for service providers and a central agency to apply uniform standards of qual ity it will also cost taxpayers 100 million over 36 months to fix the home care system among the 70 recommenda tions in the report is establishing a central body to set and monitor standards for the more than 800 agencies providing care to the ill and elderly in their homes the biggest challenge facing home care is that there is cur rently no way to measure the quality of care being delivered ms caplan said there is no one organization charged with researching setting and measur- el1n0r caplan former thornhill mp recommends 100- million investment ing quality of care standards ontarios 42 community care access centres each of which evaluates contracts differently must revamp how they gauge providers when awarding con tracts considering quality expe rience and employment stan dards not just price the report stated york region centre executive director bill innes who hosted ms caplan during her informa tion gathering said the recom mendations will create industry stability on the whole the report is good he said the recommen dations will improve quality and contain price its very positive for both providers and clients ghats executive director deborah egan whose organiza tion was tossed into turmoil after losing a longtime provincial con tract last year believes the report is a harbinger for improvement its a big step in the right direction she said she ms caplan has stepped back and looked objectively at how to give value to the taxpayer she has come up with a solid plan to move the system forward the three key issues for me are quality of care continuity for the client and stability for the workforce ms egan wishes the recom mendations had been more timely if the plan was in place six months ago wed be in a differ ent position she said wayne nathanson principle in practice it doesnt work the fear is when centralizing this thing itll reduce the com petitive nature of rewarding con tracts the more simplified things get the focus is on the big players
