and your families it is my goal to keep you posted and informed with a biannual newsletter delivered directly to your home your concerns are mine and councils concerns we believe in an open door policy where your feelings and opinions can be heard and addressed town of whitchurchstouffville staff is dedicated to improving customer service in all aspects of our business all residents of all ages are invited to call write or email the town offices where each and every request will be individually addressed born and raised in whitchurch- stouffville i personally know that growth and change do not come easily or transition for any one in any situation can be difficult this is one of the many reasons for the creation of this pub lication to inform you of the changes that we will experience look forward to seeing updates and news on our environmental conservation initiatives green space is important to not only all of us presently but also our future generations as you know having grown up in this community and as a mother of three i have seen the impor tance of providing a venue for our local youth to express their community desires and have input the youth of whitchurchstouffville are close to my heart and i am pleased that eighteen youth from ages 1218 years meet at the mayors youth council twice a month in the silver jubilee building on main street the youth council has worked on developing pro grams events and celebrations for over the next twelve months wish you and your family merry christmas and a prosperous new year 2004 mayors initiatives office in december of 2003 my colleagues and i have spent a great deal of time acquiring an understanding of the scope of the development planned for the urban area formulating and implementing effective responses to accelerated growth is the pri mary challenge we face even though the residents of ward 1 will be spaied the physical impacts of the changes that are unfolding there will be complex fiscal and service considerations to address at present just under 50 of our population is considered to be rural but that balance is about to change it is essential that the municipality adhere closely to the principle of equity while we navigate through this period of unprecedented growth bill 135 and bill 136 r r the greenbelt act bill 135 will be in effect by the end of march 2005 this piece of legislation seems to indicate that there will be no discernable developmentrelated changes in ward 1 for at least the next 10 years the places to grow act bill 1 36 has designated newmarket as a growth node and the council of that municipality has petitioned the provincial government to have a- part of whitchurchstouffville adjacent to woodbine avenue and west to highway 404 included as an employment area we have not supported this request making contact the town page in the stouffville suntribune is our primary means of communica tion we hope that this newsletter will to the community the town has taken on a renewed commitment of investment and service in our community road safety initiatives have been put in place in an effort to reduce the number of acci dent related fatalities radar and heavy truck enforcement programs have had a significant impact on criminal and traffic related behaviour problems your concerns regarding heavy truck usage on aurora rd and hwy 48 have been addressed we have now conducted three 3 commercial vehicle blitzes this year at the ballantrac firehall over 170 commer- cial vehicleshave been inspected 42 have been taken out of service arid 72 charges laid our community is now one of the safest in ontario 1 can assure you that i will be rclent- less in my efforts to improve policing crime prevention and public awareness the community of musslemans lake is lacking dedicated park space i have been working with mayor sherban in an effort to accommodate the recreational needs of the community town council has made a serious effort to improve the level of communications between the town and residents three town hall meetings were held at the ballantrac community center this year alone your daily concerns are now being addressed aggressively efficiently effectively and on a personal basis i will continue to provide the security and stability the community deserves the 2 annual stouffville winter carnival will be combined effect of the oak ridges moraine conservation act the towns rural official plan and the recent greenbelt protection act is to severely limit the quantity type and location of future development within ward 3 policies now in place include protect ing all remaining farmland and growth only within identified secondary plan areas ie gormley twenty years from now ward 3 should look much like it does now a beautiful green oasis residential development is now basically limited to development on already approvedzoned land such as already started communities of emerald hills and bcthcsda estates the towns 20 year growth forecast projects little population growth within ward 3 existing property owners can still make improvements to their properties but changes need to be carefully planned if you are contemplating a renovation addition new shed or dock significant landscaping or tree cutting or any other significant change to your prop erty please call or visit the towns planning department they will help you identify the proper steps you need to take industrial development will be on already zoned lands primarily within the gormley area an important objective for the town is to encourage new business to these areas so that more people can live and work in our community farming and related business will continue to be an important part of our landscape the challenge is to ensure they survive and prosper all levels of government need to find ways to support our farming community each of us can play a part by buying fruits vegetables wines jams honey etc bowes i have enjoyed working for you this past year and have come to know many residents as promised we are actively managing growth by focusing on minimizing the impact on our existing neighbourhoods i have written one article and attended two meetings for forum four giving me an opportunity to update residents on town business currently we are consulting with resi dents through public meetings about cutthrough traffic north of main street and expect ed increased westlawn traffic notices on traffic calming measures are being hand distrib uted seeking further input as well i am meeting with residents when requested to increase the safety of our school children the intersection of millard street ninth line is now considered a temporary construction zone so that children walking to school must cross ninth line with a crossing guard at elm road other initiatives arid changes house construction for two developments north of elm road and millard street begins in 2005 parts of william albert and harold streets and a water main will be rebuilt in 2005 reconstruction of rupert avenue and elm road may begin in 2008 following the recon struction of main street and possibly the millard street extension we are working to keep the existing sports fields when the new high school is opened in 2007 rupert park plans include refurbishing the tennis courts in 2006 with the parkview property on rupert avenue any change to the institutional zoning will require public consultation municipal water supply to bloomington is dependent on the region drilling a new well 200708 seasons is coming to stouffville with a caveat i dont think that the present plan is best of both because of the present structure and the lack of park- ing i know of a site close to the downtown area which has a lot of space has s plenty of parking and would not cause havoc in the upheaval of the present asso ciations in having to move to a new location the overwhelming good news is that some ward 5 residents will have already received a copy of the plan for the restructuring of park drive north it has been a long time coming if you have any questions about the plan please contact me or the town subdivisions begin construction the main goal as councillor will be to make sure that the development is done within a controlled manner construction traffic and site clean up will be a priority of mine within the next 24 month period with growth there are advantages construction of the muchneeded byers pond park inclusive of the splash pad will begin in the spring of 2005 completion of this recreational site is targeted for august september 2005 the over the edge skate park is getting a major facelift the old equipment will be removed in december 2004 with the addition of new state of the art equipment put in place by may 2005 the feasibility study for the cultural art center for 19 civic avenue will be completed by the spring of 2005 with a council decision following shortly after memorial park master plan is schedule for completion in 2005 public meet ings to receive input into this new master plan will begin in the fall 2005 ward 6 is definitely on the move with many projects scheduled for 2005 there will be some disruptions throughout this period i ask you to be patient for the positive outcomes but as always if you do have a problem i will be there to hear your concerns
