which opened in 1993i think its time to retire a tax mr cousens said during a meeting of the regions finance com mittee it would be a refreshing change for a municipality to do that mr cousens objected to a recom mendation from the regions treasury department which suggested the region continue collecting the 18 mil lion and place it in a reserve account ed hankins a director with the treas ury said reserves will be necessary as the region manages 32 buildings worth 38 financing or lease pathfinder chilkoot edition for a low monthly payment of for 48 monthsonly 5694 down 399 includes the region grows its population will put demands on aging infrastructure that will have to be upgraded and replaced we have to be cognizant we are a growing region and we should be dili gent mr hankins said as we expand obviously theres a lot of infrastructure being built up to serve that population we want to make sure we have reserves to deal with its replacement however council learned the regions bank accounts are in good shape mr hankins released figures showing the region has more than 360 million in various reserves to be used for unforeseen expenses when development charges are fac tored in the total swells to 753 million development charges are levies paid by builders and are dedicated to specific infrastructure projects they cannot be applied to other expenses it all means theres 450 in the bank for every woman man and child living in york region but mr hankins warned those reserves need to be topped up to main tain their healthy level we have to make sure were diligent about maintaining the pace of our reserves he said mr cousens agreed but was suc cessful in having the debenture tax removed from the regions books now the building paid for he said i think theres an expectation taxpay ers should no longer have to pay for it although the debenture levy is retired taxpayers will still be paying to top up reserve funds for the regions 200 million worth of real estate the cost will be factored in when politicians and staff hammer out the 2003 budget regional chairperson bill fisch said the maintenance cost is a necessary buildings here and around the region are going to have costs whether we like it or not he said having reserves to draw on will save taxpayers taking an unexpected financial hit should problems arise mr fisch said i think its prudent to maintain a fund other reserve funds amassed by the region are earmarked for costs associat ed with water and wastewater systems social assistance programs housing and employee benefits
