economist suntribune news thursday july 18 2002 11 water ban on well levels down no rain in forecast from page 1 are still losing ground well levels dropped six feet over the weekend ms korolnek said a forecast with a promise of litde or no rain in the foreseeable future makes prospects for replenishment of the underground water supply faint ms korolnek said the problem is most immediate in aurora newmarket and east gwillimbury which draw water from the yonge street aquifer a ban has also been imposed on munici pal water users in whitchurch- stouffville and king township other communities such as georgina and the southern munici palities of vaughan markham and richmond hill are under an adviso ry to limit outdoor water uses individual municipalities have bylaws governing outdoor water use typically allowing homes with evennumbered addresses to water on evennumbered days and odd- numbered homes on oddnum bered days and limiting the hours of the day during which watering can occur representatives from the regions nine area municipalities have been working at creating a harmonized bylaw which would be adopted by all the municipalities to eliminate the confusion that arises occasionally wayne jackson director of pub lic works with aurora said the bylaw will create a common and cohesive set ofrules for all residents of the region to follow aurora coun cillors passed the bylaw tuesday night its hard enough having a bylaw where we have to get information out to people and enforce it when we have nine different bylaws he said what we found in previous years is we would get a lot of ques tions from our residents the goal of the working group was to create a bylaw that will be simple for people to understand and follow auroras bylaw allows for water use between 4 pm and 10 am with odd and evennumbered days determining who can water there are some exceptions to the law the harmonized bylaw also out lines conditions under which water use advisories and bans will be issued mr jackson said the law should be easily adaptable in each of the regions municipalities everybodys achieved this com mon goal of maximizing the water resource he said ms korolnek is hopeful initia tives like the harmonized bylaw and the issuing of water use warnings will help acquaint residents with the strain their practices can put on the water supply during dry sum mers such as this one and last years i dont think they appreciate the impact that outdoor use has on the water supply she said bed and breakfast caught in freeze from page 9 parking issue the town has paid con sultants marshall macklin monahan 30000 to come up with solutions and a report is due in november however owners of a new 140seat firkin pub which was approved with only 15 parking spaces had already applied for a building permit and coun cil exempted it from the freeze the pineapple irin which has no parking at all was exempted as well also because the town had already received an appli cation for a building permit to renovate but because the bed and breakfast plan was still at the design stage it was included in the yearlong development freeze and mr valianes will fight that before the omb i didnt apply for a permit because i was waiting for the zoning change and comment from the toronto and region conservation authority mr valianes said i bought the property with the intent of a bed and breakfast with a restaurant to serve my clientele the full intent was an inn with a restaurant so if a corporation books the rooms if people want dinner and drinks well be able to service them in our own facility he said he planned to build the restaurant first then the rooms but if he cant proceed soon the whole plan may change the issue about whether or not theres parking i agreed i would accom modate the size of the restaurant to the available parking if theres only enough for 50 seats or 60 seats ill go with that the site is currently the home of treasures outlet owned by karen davis she said of the 19 designated parking spaces 12 are hers that leaves only seven not enough to satisfy even the hotel requirement of about one space per room for the new building and while she leases her shop from mr valianes shes worried the lshaped wraparound building submitted in his conceptual plan could block access to doorways and windows heritage markhams regan hutchinson said staff support the hotel useit would add something thats cur rently lacking here that other main streets have he said ward 3 councillor joe virgilio agreed saying council also sees the bed and breakfast as a nice fit on the heritage street the general consensus is that its a good use complementary to the retail and if used properly would be a great addition to the street he said people staying there will by strolling along the street buying things eating in the restaurants but he said theres a long way to go before the project is approved and he wouldnt support an inn above a jakes- style pub but thats a fight for another dayhesaid village nissan now its even easier to get a great deal on a great car 2002 nissan sentra 2002 carguide best buy for only lease sentra xe with value option package month for 48 months
