planning process at a meeting last week ward 1 councillor margot marshall said the new system which doesnt require the applicant to produce background reports until after a public hearing takes away coun cils right to discuss the merits of an application before the hearing however town chief adminis trative officer bob panizza said the reason for the new system if to no gas bar at hwy 48 council a 24hour gas bar and restaurant will not be built at bloomington sideroad and hwy 48 council decided last week after a public hearing penny fuels had proposed to construct a gas station and 14seat restaurant at the southwest corner of the intersection with entrances on hwy 48 and blooming- ton road however murray and jean painter of rr 2 stouf- fville stressed concerns of water quality safety increased noise levels and loss of agricultural land and robert clay who lives on hwy 48 said it doesnt exactly turn me on that a 24hour gas bar will be located next door to him i dont relish the idea it will attract all kinds of problems clay said clay who said the ministry of transportation mto calls the location one of the most dangerous intersec tions on the kings highway added that one just has to live there to appreciate the heavy southbound traffic flow but representative julie ground of alcorn and asso ciates said traffic studies showed 40000 cars pass by the intersection every day that works out to 34 mil lion cars a year r she added that interviews with aurora opp officers indicated there is an average of 10 accidents at bloom ington and hwy 48 every year this is considered low and not one of the opps major concerns ground said however ward 6 councillor jim sanders said 10 accidents being considered low is debatable and requested the opp commit to this statement on paper gordon ratcliff who farms on the southeast corner stressed concern that all runoff from the site will affect surrounding land we dont want anymore water were at our limit now im concerned for the farmers ratcliff said council in light of the concerns and agency objec tions voted against the proposal ground told the tribune later that penny fuels will definitely go to the ontario municipal board to fight the matter she added all studies had been complete and all agencies involved endorsed the project discourage people from spending money on reports when council may turn an applicant down any way panizza said council should not discuss the merits of an applica tion before the public meeting it is after all concerns are heard at the public hearing that officials vote on whether to proceed or deny an application under the new system it is difficult to sit here and not have opinions or we wouldnt be elected in the first place mar shall said but panizza said the matters should be dealt with in planning committee meetings if the committee wishes not to proceed the applicant can request a public hearing anyway if an applicant knows councils wish on an application he can still request a public hearing but whether or not he wins is a chance he will have to take said town planning director michael saunders building activity drops by 72 percent york regions residential
