without sewage hookup first council decided last tuesday night a report from town public works director paul white- house stated the business was given special permission to hook up to the sanitary sewer system last year after it was recommended by the york regional medical officer of health and engineering offi cials but because the sales barn is located outside the water sys tem boundaries mr white- house recommends the recent request be denied mayor fran sainsbury said sewage hookup should be done first and added council can review the request again once sewage hookup is in place theyll have to do additional environmental impact research first mayor sains bury said and ward 4 councillor wayne emmerson stressed con cern that if the flea market business ever went to a seven- day operation the impact on the system could result in lower water supplies in the area if they ever went to a seven- day use we could be running out of water ourselves he said councillor emmerson wanted to be sure the company would have to check with the town before any change of operation at the flea market but ward 5 councillor doug alles who represents the area said the zoning does not permit the town to control the number of days the business can open although owner norm clements had previously requested water hookup a let ter received from his solicitor at a later date indicated the owner the country observed remembrance day with various ceremonies deficient roads need work tracy kibble staff reporter whitchurchstguffville needs a new approach to fund deficient roads that need about 230000 worth of repairs in 1990 said town public works director paul whitehouse we should still be applying for transportation ministry mto funding but if the funds dont come through we should be prepared to carry on ourselves mr whitehouse told officials last tuesday night he said in a 20page report which included a list of the roads types of repairs needed and a cost breakdown that the town should use its own funds if necessary it seems our approach has always been a re active one where large expenditures are made on repair treatments it is time to take a proactive approach and reconstruct the roads to a reason able standard using reserve capital dollars mr whitehouse added many of the roads labelled most deficient and at times impassable are the rural gravel roads which become a nightmare for motorists and staff in the spring he said these are the ones that cause most grief for the works department mr whitehouse added but one urban stouffville councillor is not happy that some of the roads his constituents use are not slated for repair until at least 1992 ill be blunt i dont like the report there i are roads in my ward that are not to be done until 1992 and we should be discussing this because i think youre looking at this from staffs per spective said ward 4 councillor wayne emmerson some of the gravel roads needing immediate attention according to the report are st johns sideroad woodbine avenue to 7th concession east town line bethesda road to hwy 47 vandorf sideroad 5th to 6th concession bethesda sideroad 7th concession to woodbine and hwy 47 to east town line some surface treated roads needing immediate repairare lakeshore road 9th line to hwy 48 cherry street 7th concession to hwy 48 a 9th concession aurora sideroad to vivian road arid vivian road to davis drive mr whitehouse said materials alone can cost up to 21000 to maintain roads to an acceptable condition graver and surface treated road failures were directly related to lack of ditches which results in frost boils surface heaving and rutting mr whitehouse said v it should be noted that repairs in the spring are not considered to beji final solution to the problem areas treated this year could break up again next year he suggested a relatively new geotextile mate rial that can be economical because ditching can be kept to a minimum mr whitehouse said some sections of the 5th concession were repaired with geotextiles arid said staff will be monitoring its durability we could use a change of technology to improve the cash flow agreed councillor alles who commended mr whitehouse on his research into various materials and theireffec- ttyeness council voted to discuss the matter further at a later date and to list by order of importance the repairs when all
