government will work with the provinces involved to increase oil sands and heavy oil production so that by the early 1990s synthetic oil will be supplying canadians with over half of our requirements will make it attractive for canadians to substitute gas for oil where they can do so 4 joining west to east the logical next step is to ensure that canadian energy supplies can get to eastern canada a
