lives of two young metro men despite the efforts of a local man determined to rescue them the two victims salim kassam 22 and munir mulji 21 cousins were out in a canoe when it tipped over al mcgregor who works at the lazy lake camp saw the two men flailing about and at tempted to rescue them i just took off out the door pulled my boots off and jumped in he said mr mcgregor saw one man swimming for shore and decided to head straight for the other one who was splashing about and hollering for help however by the time he got there the victim had disap peared beneath the surface i dove and dove recalls mr mcgregor but i couldnt find him lazy lake although small is deceptively deep 27 feet to the bottom near the centre when the exhausted mr mcgregor got back to shore he discovered the other man hadnt made it to safety either and he proceeded to swim the length of the lake looking for the victims but without success shortly after the canoe overturned the uxbridge fire department and the durham regional police were on the scene they dived and dragged the lake until dark but failed to bring up the victims early the next day two opp divers were brought in and the victims were found a for more pictures see page nine keith bolender library board request rejected by council stouffville whit- churchstouffville town council has decided in committee not to grant the library boards request for an additional 3500 in operating capital councillors jim doble bill mcnalley and beckey wedley voted to accepthejbtowns- budget without any revisions thus disallowing the requested increase in the librarys budget council previously reduced the librarys request by 10000 councillor wedley felt that the 90000 budget was a reasonable and adequate amount for the town to provide for the library she went on to say that council has managed to maintain the same tax rate as 1977 people get uptight when taxes go up said the coun cillor in response to criticism from the tribune mrs wedley pointed out that she is a library supporter and feels that the head librarian terry verity and his staff are doing a great job she also noted that this council has supported the library and that facilities have improved tremendously mayor ratcliff who voted with councillor bill kamps in v support of the increase in the library budget councillor eldred king was absent and jane button chaired the meeting felt the 3500 could have been raised from lot fees three car collision stouffville a three- car collision which caused an estimated 3200 damage saturday afternoon on highway 47 north of the stouffville sales barn was apparently caused when a driver became distracted watching a fire on the west side of the road- and swerved into oncoming traffic opp ai oak ridges said milton harvey grove 64 rr 4 stouffville was northbound about 345 pm and was wat ching the blaze at a manure pile and pigpen when he allegedly strayed into the southbound lane where he was struck by a south bound car driven by david walter bowler 65 kennedy road agincourt the grove car then rebounded and struck a parked vehicle owned by joan kee drewry ave willowdale damage to the grove and bowler cars was estimated at 1500 each with 200 to the kee car w mr bowler and his wife bertha were taken to scar- borough centenary hospital with minor injuries mr grove has been charged with careless driving damage to the pig pen wa3 estimated at 200 he said earlier he would favor a small tax increase amounting to onethirtieth of a mill or under one dollar per household to meet the boards request for additional funding however the mayor said such a small sum could easily be raised without the necessity of a tax increase the mayor also made an important distinction in the figures the 90000 includes 26000 in debenture payments leaving the library with only a 64000 operating budget for this year with library useage in creasing from 61000 people served in 1976 to 75958 in 1977 to a projected 90000 people served in 1978 the lost 3500 comes at a bad time this money would have meant the purchase of about 400 books for the library both the mayor and the head librarian feel that is is unfortunate for the library that this is a time of fiscal restraint the provincial government grants were not raised this year staying at the 1977 level of 1 80 per capita combined with the recommendations that smaller municipalities need a higher ratio of books to provide service equal to larger municipalities and with the stouffville library having been woefully forgotten over the years the municipality will of necessity face a decline in service provided for instance a town of 100000 200000 should average about 175 books per capita while a smaller community of under 10000 should ideally have an average of 3 bargaining agent for a group of workers mr fisher said we are quite confident that we will be certified without the necessity of having a vote s the board is allowed to certify a union as the
