simultaneously has seen many changes in the school system ive seen them throw out concepts ideas and principles and then ive seen them come back in she laughed but you cant prove these things workable unless you try them she feels teachers should be flexible and innovative to stimulate the children you have to pull a lot of rabbits out of your hat you have to be in ventive she pointed out enthusiastically unlike a lot of teachers she admits that difficult children hold a special place in her heart the ones i remember the most are the ones that had the greatest difficulty and achieved the greatest results ill never forget them she stated firmly and then added the talented ones are sometimes a disap pointment she said reflectively they often dont develop their full potential she feels her special interest in difficult children probably stems from youth i had a hard childhood she con fessed i had a difficult disposition and made my own trouble maybe thats why i understand these kiddies mrs randall is firmly convinced that teaching is the most rewarding profession in the world children are so appreciative so much more than adults she explained its better than your pay cheque your cheque may pay the bills but the children are your reward uxbridge at a special uxbridge council meeting last thursday councillors passed the 1978 tax levy bylaw that will bring the three former rcunidpalites a little closer to equal tax payments thats good news to goodwood residents who for years have had to pay the highest taxes in uxbridge the bylaw spells out the mill rate levy for the township regional and school purposes however uxbridge council has control over only the township tax levy although people in the former township which includes good wood stll have the highest mill rates in the three categories for farm and residential uses the township levy has been made more equal as goodwood councillor john paxton explained council has only jurisdiction over the township levy so the clerk was asked to adjust the null rate to balance the percentage increase in taxes to make it equal across the three former municipalities the result was that for farm and residential use goodwood has a 4386 mill rate scott township 3983 and uxbridge a 6115 mill rate an increase of 259 nulls for the town this means the taxes will be up 906 per cent in goodwood 915 in scott and 918 in uxbridge mr paxton admitted this still doesnt iron out all the tax inequities but it does show an attempt by council to adjust the township levy to show some good faith and to try to treat the people equally although mr paxton was grateful for councils attempts be was still not happy about the other two areas for tax levy the school taxes set by the school boards are the highest in goodwood and because of this mr paxton commented we should be getting the best school system but we dont it looks like there was no attempt by the school board to deal with the inequities he also had harsh i words for the regional levy saying those taxes are again the highest in goodwood but what regional services do we j get besides the regional j road i dont know the j regional mill rate is 3921 in uxbridge township 3284 in scott township and 3438 in the town of j uxbridge because of the time factor the first tax in stallment is in june council had no time to ask for a review of the school and regional taxes mr paxton said however he pointed out that a review of next years taxes would certainly be in order he might not get the chance though because the assessment situation may change in 1979 real value assessment may be in stituted next year an assessment based on the value of the individual homes and not a random pick many believe real assessment will do a great deal to equalize taxes in the township mr paxton feels real value is coming because he pointed out that the province is offering a subsidy to reimburse taxpayers who have overpaid in the 1978 year almost 50000 has been set aside
