cents 20 pages week whitchurch stouffville library board were denied permission to build a 5388 back porch onto the new library council rejected the request stouffville at least three new restaurants are planned for the former village of stouffville mayor gordon ratcliff revealed this week stouffville pizzeria which opened last week in the former dixie lee location is not in cluded in the three new proposals the former grant hamilton ford dealership is to be turned 1 into a takeout hamburger business a restaurant is slated for the new stouffer st plaza and scotts chicken villa plan to open a colonel sanders chicken outlet where fairway motors firia station is now operating mr ratcliff said he has recently learned that council through the ontario municipal act can limit the number of restaurants but expressed some hesitation about enacting controls how do you determine the limits asked the mayor adding it would be impossible for the municipality to get in volved with stipulating the number of takeout restaurants compared to dining rooms or in deciding how many hamburger pizza or chicken places would be allowed he said the town could find itself in the position of protec ting an establishment that is not serving good food and might be drawn into regulating antique stores and real estate offices the mayor said he would favour limited control similar to the system used is uxbridge where only two new restaurants are allowed each year but the town doesnt get involved in legislating the type of restaurant to be allowed since 1971 the number of restaurants in the former village has increased from 12 to 16 this figure does not in clude the restaurant at ringwood but does include deer park inn and the pizzeria all four of the new eateries have opened roughly within the last year mr ratcliff was of the opinion that even if the municipality does institute controls the three restaurants now envisaged would go ahead anyway as they are too far advanced to stop he added that if the restaurant owners themselves are concerned they should approach council as a body preschoolers in town obviously feel the childrens pit in the new library is the pinnacle of play spots the childrens corner is one of the most exceptional features in the library it boasts a tiered fully carpeted round room with pit bright wall mural and skylight police say no to cab application stouffville after previously giving in principle approval for a taxi license council reversed itself and rejected a formal application by jfferold pressmanand richard mckinnori to operate a taxi service in town the decision was based on a report by the chief of police who recommended the ap plication be turned down mr pressman told council that the unfavorable police report was only a matter of a few parking tickets which could be easily cleared up mayor gord ratcliff replied that in that case there was nothing to prevent mr pressman from clearing up the matter with the police and resubmitting his application at a later date mother taxi license ap plication submitted by frederick matthews was deferred for two weeks previously john oconnell attempted to restart stouffville taxi a business his mother gave up several years ago because of ill health and a variety of other jreasons mr oconnell who is ohlyl9 requestedr andwag granted an amendment in the towns taxi license bylaw which lowered the age required from chamber of commerce 21 to 19 this allowed him to drive the taxi himself to save overhead costs however- bad buinessrahd the fact that council had ap proved another taxi license led him to close down forced hearing on plaza stouffville mem bers of the stouffville chamber of commerce have decided almost unanimously that they want no more retail space in town for the present and voted to oppose the building of a new legal drinking age should be 19 council pizza chef terry louca of the newly opened stouffville pizzeria displays his flamboyant dough tossing style the new pizzeria located in the store that formerly housed dixie lee fried chicken opened officially last thursday the new business is run by brothers sam and bui anton who are also proprietors of mr submarine stouffville the legal drinking age should be raised to 19 years council decided last week the matter came up when our representatives were asked by the markdale branch of the ontario womens christian temperance union to support legislation to get the age raised all the councillors except bill kamps agreed that raising the drinking age would curb proliferation of alcohol in the high schools especially among the younger teenagers mr kamps did not think more restrictions were the answer to teenage drinking problems however he feels that proper parental guidance is the answer they take all the responsibility away from the parents and teachers remarked mr kamps thats the whole problem he ad vocates teaching youngsters responsible use of alcohol from an early age by letting them sample small amounts in the home under parental guidance the councillor also pointed out that at 18 a youngster is considered to have reached the age of majority and is old enough to fight for his country get married without parental consent drive a car and make legally binding contracts in mr kamps view it would be ironic to prevent an 18 year old from drinking councillor jim doble took exactly the opposite view in his opinion the drinking age should be raised all the way back to age 21 no one starving stouffville i feel theres no such thing as a food shortage mayor gord ratcliff told council last week while discussing the region of york agriculture food land guidelines in canada you mean queried councillor jim doble slightly startled by such a pronouncement no in the world the mayor replied optimistically youll soon see the socalled undeveloped countries getting into the food business several of the other coun cillors didnt agree with him theres lots of starvation in the world councillor becky wedley pointed out plaza in the east end of town they have notified the ontario municipal board of their objections to the proposed harding gate plaza on main st and highway 47 and requested a hearing council has passed a zoning bylaw permitting the building of the small 14 store plaza last april jack chambers chairman of the chamber of commerce said what we dont want is more empty stores mr card pointed out that at present there are 21 empty stores in stouffville and that vacant stores are not an asset to any town he says that members are not opposed to the plaza per se only its timing and would welcome it later perhaps when the dulverton subdivision is complete its a beautiful plaza and when ready to be built it may well attract a major department store said mr chambers the omb has granted a hearing as a result of the chambers objections and will hold a public meeting to discuss the plaza on monday november 28 at latcham hall the meeting starts at 10 am although the funds for the project were to come from the estimated 35000 surplus raised by the board through fund raising activities the approximately 8 foot by 14 foot porch was removed from the original structure because of budget restrictions and was designed to provide extra storage space provide a buffer to keep the north wind from chilling the library and to be used as a shipping door sealed off from the rest of the struc ture in voicing his disapproval councillor jim doble com mented i feel the library board did a fine job raising money but should use that money to reduce the debentures it looks like a wart on the ejid of the building was councillor bill mcnalleys opinion the ward 3 representative wondered just how much heating costs it would save asking who uses that door anyway councillor eldred king said he felt the library board is capable of looking after their own affairs but added he hoped people who donated money for books and equipment wouldnt be disappointed at the use the money was put to mayor gordon ratcliff who had introduced the subject explained the money could only be used for capital expenditures or to reduce the 250000 debentures a resolution to approve the request introduced by mr king and seconded by councillor becky wedley was defeated by the other four councillors there were muttered comments from some coun cillors of let them freeze mr king warned that the library would be cold to which councillor bill kamps replied just park a bread truck there itll keep them warm mr ratcliff later told the tribune he had considered the request to council a technicality and was quite surprised by the rejection the mayor said the price of the porch is fairly high as the structure will be brick and has been designed so it will fit into any planned future additions the library board had ob tained prices from three local contractors and had voted to award the job to ballantrae contracting the low bidder total cost of the library was 367000 of this 250000 was taken out in debentures by the town the board raised 40000 a matching sum of 40000 came from wintario and 35000 came from sale of the old library the library board currently has about 35000 surplus from their own fundraising and had hoped to use this money for the addition and a further 10000 for reference materials the fund- raising will not end until the end of the year at which time the remainder of the money would go toward the debentures the library is still eligible for another 70000 in wintario grants if matching funds can be see council page 4 the sdss
