4 the tribune thursday june 3 isis lack of vision is cause we have discovered that recent well tests taken at the york sanitation dump show what the ministry of the environment rather euphemistically refers to as a chemical imbalance i this chemical imbalance or pollution as we prefer to call it could be quite severe we j- dont know for sure but we are rather suspicious as the ministry has refused to- make public the actual figures they in fact swore the town council to secrecy before admitting to a chemical im- balance- we cannot comprehend council members justification for agreeing to this pact of secrecy- they obviously felt cooperation r would get results but considering the past performance of the ministry in enforcing or not enforcing their own control orders and their- blatantly prodump stance at the en- vironmental hearing we feel this is a totally unrealistic view l it is especially irpiuvas it has been the l council that has been demanding public release of this information throughout the entire affair h mostpeoplein this community look on the company as the chief villain but in our opinion the blame falls squarely on the provincial government f in a capitalistic society it is natural for- a company to maximize its profits and this is what york sanitation has done it is the governments responsibility to protect the interests of the people by developing longrange policies inspiteof a horde of experts and a i burgeoning bureaucracy the government has not until recently done any longrange planningrinto garbage disposal w 5 the plans nowcall fbrthe construction of v- several recycling plants but these wulhotbe j ears ago ihuiveete o police investigation police are investigating the j theft of i money from milk bottles in the west end of the j town arid with some clue to work on there is likely to be a charge laid almost immediately unless the guilty ones make satisfactory j adjustment parents are probably riot aware j that the lads have been guilty of this offense but police believe that they have some suspicion that their sons might be implicated last haven v stouffvilleunited church is offering the sheds at the rear of the building for sale by i tender according to an advertisement in this issue only haven for our friend the horse down town on a cold and blustery day in winter it is not without a feeling of regret that one witnesses the passing of the church sheds in operation for many years and they will only handle a small portion of the garbage being generated the government had also displayed a great reluctance to do anything about the overpackaging and use of t throw away con- tainers that is adding so much tonnage to the garbage problem this part of ontario while still growing industrially and residentially is running out of dumps for this reason the province is attempting to keep open what dumps there are for as long as possible never mind that oiir dump is located on environmentally sensitive land on the oak ridges moraine and is estimated to be sitting right above the aquifer that provides the main source of water to stouffville an aquifer which now has a chemical imbalance it is only with great reluctance that the ministry will close the dump because they have nothingto replace it with this is not a situation that has just dropped out of the blue but one that has been building since the postwar economic boom over 30 years ago why didnt all the highly trained experts in the government see it coming 4 major benefit of development undoubtedly the major benefit to be derived from the planned dulverton develop- ment which occupies land from the 9th to the 10th line on the north boundary of stouffville will be a new eastwest street and crossing on the railway stouffville is presently trapped with its one main st arid one railway crossing and the benefit from a second such street will be enormous traffic on the single main st has been building year after year until summer time lineups build themselves bumper to bumper well west of the gthline the benefit will be both to the travelling public and to downtown business establish ments- those merely passing through will have an intown access and those wishing to do business in the downtown area will hot find it so difficult to reach these stores l police and fire equipment as well which must now be funneled over the single railway crossing will find it easier to move quickly from one end of town to the other v stouffville has been plagued with this situation for years and with traffic growing steadily tighter such an easing of the predicament can be looked forward to by everyone j wmmmm fc v3 included in this years tour of homes is the lemonville residence of lloyd brltton the greatest charms of this country estate are wooded and landscaped grounds large ponds and extensive acreage the 15 year old home is currently having a room added on but it is expected everything will becompletedby june 17 the day of the tour a large sun porch overlooks the larger of the ponds on entering the home one is im mediately confronted with an elegant tennessee marble spiral staircase which leads downstairs to bedrooms a billiard room and to a small greenhouse built onto the back much of the interior is wood panelled and this combined with an abundance of large windows gives the home a bright and natural air tickets for the tour cost 14 and can be purchased at any of the five homes on the tour or can be obtained in advance from aikens pharmacy stouffville or in markhainat crothers pharmacy all proceeds to go to the markham and district family life centre ijohn montgomery- sugar and spice end pi term brings slough of detfqncj bfbillsmlley this is a time of year when a lot of school teachers get a sinking feeling all year they have been laboring in the fairly barren vineyards of their students sustained by the knowledge that there is still time to produce a green shoot or two and maybe even enough grapes to make some kind of brew suddenly there are only 16 teaching days left and there is the dreadful realization that they have exhausted all their skills and that it had about as much effect on susie and joe as would a bucket of water poured over a seal it just doesnt stick thus whenthey should be looking for ward with anticipation to end of term and summer vacation many teachers find themselves instead in a veritable slough of despond it is the students jperennial belief in miracles that puts the teachers onto anti depressant pills about now aside from school work adolescents are not dumb they are quite aware that education these days is a sociological jungle from which they have a far better chance of emerging unscathed than do those poor devils who try to teach them they know that in our enlightened society failureiis a dirty word and that everyone from theminister of education through the school board down to their classroom teacher iwill do back flips trying to avoid pinning such a labelon them j manyjstudentsknow perfectly well that they can goof around most of the year play 1 truant- miss assignments be late with essays and nothing very terrible will happen to them in fact if they go around looking serious and sincere for the last few weeks and do a little work theres every chance that they will scrape or scramble through only to repeat the whole process the next year born and raised in a society where it is no shame to accept charity because its now dignified as welfare where unemployment insurance is a cosy cushion against adversity where their aged parents will belookedafter by the state where the work ethic is scorned where the semiliterate hockey player or pop star is not only idolized but rich the kids are not going to get their shirts in a knot over something as apparently irrelevant as doing well at school and lets not blame them too much lets take a look at the world were passing on to them its a world strangling drowning in its own poisons created by the greed of past generations the kids see the greed and the poisoning going right oh small wonder they are a little cynical about some of the virtues such as unselfishness arid the golden rule its a world in which the ripoff is ad- mired on the whole they see unions ripping off management management ripping off the consumer everybody trying to rip offthe government so why notrip off the schook system its the biggest sucker of all its a world in which the media pander to the bizarre ancl violent- the hijacker the terrorist are overnight sensations is it naive to suggest thauhese are responsible to some extent for the bomb warnings and the in credible vandalisnvin bur schools its world of drugs the old man has his drinks every night and gets smashed on the weekend the old lady has 18 different kindsof s pills why not run away from reality by emulating them iij its a world in which the daily papers are full of examples of corruption in high places i long as you arent caught its a world in which the best and bravest are often bulbed by the brutal and belligerent so why notgive the teachers a hard time s they cant do nothing to ya anyhow cept senja home so what write a note and sign your oldmans riame not a very pretty pictureyoure right- gentle reader but this is not an indictment of students its a october was introduced at thewrong time in the wrong way for the wrong purpose and for the wrong length of time the controls program would have made sense 18 months earlier but not during the 1 current period when inflation is on the decline around the world when we hover oh the brink of recession with 750000 out of work whence have need for riiore productivity any controls program should commence with an absolute freeze for about 90 days with a tempering- of controls to suit the cir- cumstances for another 15 or18 month period the present administration started with a concensus dialogue that alarmed everyone then they went into gentle controls un- derstood by few and now partly as reflected in last weeks budget they seem to be moving into extensive controls which will be policed by an ever-growing- bureaucracy throughout there has been a lack of- meaningful dialogue with labor with businesses and with the provinces when we clear away the sophistry surrounding the present administration it is more and mere apparent that their interest in controls is threefold first they believe it is popular politically to appear to be doing something tocounterjinflation secondly it ogives themanoppbrfamity to continue their spending bttiz in the mistaken belief that the wage and price control program will keep the lid on inflation which will ensue from then- big spending and ughdefidts governments spending hasiacreased by over 26 percent per year in the past7f6ur years with such a ravenousppetite forspending no controls v program will ever work thirdly prime minister trudeau believes there should be a permanent greater intervention by govern ment in our economy the recently announced northern land regulations highlight this type of thinking vtbis administrations refusal to outline options open to canadians in the post control period confirms the belief that bur control period is here for a long time which is confirmed again by aib chairman pepin to suggest- that the program should continue until dec 31 1978 or even longeris alarming and particularly unfortuhatethe present administration should give a firm commitment now that these controls will riot continue beyond another year twice the liberal caucus has defeated the progressive conservatives amending motions to terminate controls legislation by next april or may they are forgetting- the main reason canadians have supported controls to date is because they believe they are temporary history demonstrates the administration is wrong in its approach robert schuettinger v lecturer in economics at yale university in an interesting survey of wage and price controls for 50 centuries states for the past 46 centuries at least governments all over the world have periodically tried to fix wages and prices when their efforts failed as they usually did governments then put the blame on the wickedness of their subjects already the present administration dtes the businessman- or the laboring man or the individualastbe villain in our inflationary condition they choose to ignore that- our inflation is due primarily toexcess federal spending and until recently undue growth in r our money supply by sinclair stevens mp surelywecari learn from history great britain over the past 30years followed a path surprisingly similar to our administrauons economic approach now as we see that country crushed economically and humiliated in the eyes of the world can we not accept that serious mistakes were made why repeat the mistakes the british approach to wage and price controls developed jrom attitudes that arose during the second world war inan article on wage and price controls entitled the lessons from britain michael parkin from the university of western ontario concludes the existence fif controls has certainly contributed to britains last 25 years of slide into economic and social chaos in the current marchapril edition of the canadian tax journal professors jv jump and ta wilson of the university oof toronto review canadas fiscal policy with a damning indictment of thepresent administrations controls program they state with negative effects on investment spending and spending for research and development the controls program will hamper productivity growth r- thereby reducing canadas potential rate of a 1 growth and contributing to higher unit labour costs in the longer run p i we therefore- cannot escape the con- dusion that thepresent program should be either modified substantially or abandoned v completely to continue our present course will reduce the rate of growth of the canadian economy in the near term byreducing real- aggregate demand and in the longer term by j reducing productivity growth vtfv v vptthe messageis clear
