townships road budget be reduced by 216000 and the move has been strongly- criticized by councillor john kruger at council meeting council learned of the recommendation during the report of township engineer paul poulsson the report said that councils program had not yet been approved and indications are that the department will reduce the spending by 216000 necessitating the post ponement of various 1970 road projects coun krver said the cuttack would mean a serious setback in the townships road im provement program and with further neglect on top of the neglect which already exists the dollars saved today may well cost the taxpayers double in the near future when economy sacrifices need in this manner it is really very stupid management of money he said coun kruger said the cutback in budget for roads as recommended by the department would mean the townships share some 100000 can not be spent this year this money would show as a surplus in the townships general account thus on balance i expect to see an increased surplus in our year end accounts for 1970 over that which was projected and in my view this is bad news for ratepayers he said in these times when all levels of government should wield the economy axe with determination the cutback by the province on grants to municipalities for road construction may appear to be justified but in pickering township this is false economy the depressing thing about the road account coun kruger said is a municipal council can do little in the way of management to correct the conundrum our inability to per form the road work we projected for 1970 is a direct result of action taken by the provincial government to reduce its grants for road con struction the provincial equalization factor also drew words of criticism from the finance com mittee chairman this is the critical factor used by various levels of govern ment for grant purposes in 1970 the equalization factor in pickering township will decrease from 95 in 1969 to 767 the implications of this decrease are very serious for the effect will be felt not only in the municipal tax bill but more im portantly in the bill for school purposes coun kruger said council has already appealed the equalization factor to the ontario municipal board in ad dition they met in com mittee of the whole monday evening with a firm of consultants to review the logic and
