the builtup areas and the monthly humane society reports which indicate a decline in pickup service in comparison with last year at the same time invited mr hughes to explain the situation mr hughes said that statistics could be misleading that their figures were concise and that a number of factors could affect the service like the bylaw which prevents a dog being picked up on its own property and little control on the female when in season and changes in the weather he said that anyone who lets his dog run at large is an irresponsible dog owner if his dog is picked up it goes to the pound which is rammed full of animals rather than pay the pound fee the owner leaves his dog there and the same man turns around gets another dog and does the same thing education for dog owners is more effective than control of dogs and mr hughes said that thousands of pamphlets were distributed to the homes and schools in the pickering ajax and whitby areas where five wardens patrol in four radiocontrolled trucks mr hughes recom mends that the township dog bylaw be changed the ticket system should be introduced that is that whenever one sees a dog running at large and can identify it the owner should be issued a ticket he said that the humane society had tried to avoid large scale summonsing one reason being the time it takes to prosecute which would necessitate more staff time in court would affect the ability of the man to be on patrol when we get tickets for parking we pay them he said only a fraction are heard in court reeve john williams spoke of the warnings that were given dog owners and thought this aspect should be looked into he said one doesnt get any warning if caught in a radar trap mr hughes said the female in season was the biggest problem this produces a vicious dog the females should be confined in kennels or a basement and any female picked up should be kept in the pound while in season the bylaw should allow the dog catcher to go on private property when in hot pursuit councillor jean mac- pherson told mr hughes that residents had told her they had called the humane society again and again and had no action mr hughes said it was hard to believe that these calls were not serviced if one person becomes a constant caller perhaps the staff begins to cringe he said the humane society is concerned with giving the township good service but there is just no way said hughes unless you pass a bylaw outlawing dogs entirely he said with the 65000 pound he hoped the society would at least break even but it was a financial struggle men by law were no longer permitted to work more than a 40hour week facetiously he mentioned that the township had not paid their bill for the last three months but said that he was not speaking seriously of this councillors did not know that the bill had not been paid and said that it was certainly not being held up and would look into it asked by counc don kitchen about the protest the humane society made about dogs being given for research mr hughes said that at the moment none go for research but are humanely killed cat carcasses are made available we never objected to the main legislation he said we asked them to amend it the final version is so different from the original i anticipate we will release animals for research but not painful research the amendment is that no animal will be used for painful research if it is necessary it will be given modern anaesthesia and analgesics so far the bill is not law we have to wait until the protection comes in he said that local pounds should be abolished burned up and probably some of the councils with them some of them the pounds he said are a disgrace new legislation will give the government regulatory powers over public pounds councillor ron chatten said that there were more dogs loose in pickering township than ever he had the proof for it was displayed on his lawn ontario mennonites preparing relief sale hundreds of
