quality of living were at stake at a preliminary hear ing at the township hall in goodwood in the fall the chairman ruled that the facilities were inade quate and that the main hearing would be trans ferred out of the town ship to whitby the chief reasons reported were tnat there were no flush toilets nor a private room for conferences between board members during re cesses this decision caus ed a wave of affront and resentment to spread across the township as one of my neighbours put it they made us out to look like a bunch of hicks meeting in a barn two weeks ago i went to my first meeting at the hall expecting from the publicity to find some thing rather squalid but i found a pleasant room- able to seat at least 100 warm clean well lighted panelled with light wood tt has the natural dignity of a place that plays an important part in the life of the community and is respected and cared for by those who use it half a block away are the town ship offices where run ning water and private of fices could have been used by the omb members and ocs from toronto in transferring the hear ings away from the people affected the omb made it impracticable for most ratepayers to attend any part of the hearings and i deprived the township supporters of their right to the psychological ad vantage of playing on home ice gravel is a necessity and no one in the town ship can reasonably ex pect or wish the mining operations to be shut down the point at issue is whether the people of the township are to be al lowed to have any voice in regulating the how when and where of the operations township council passed a bylaw to secure such a right but it was challenged in the supreme court by the gravel industry represent ed by a huge array of legal talent and the by law was quashed now council are asking the omb to approve an official plan and zoning restrictions as another at tempt to establish some right of regulation over an industry that impinges on just about every man woman and child in the area every working day the strip mining is in flicting huge scars on one backed by research at master feeds farm master feeds stouffville 6401892 of the loveliest parts of it had caught a group of children waiting for the school bus on monday jan 19th the omb hearings opened in the majestic surround ings of the whitby court house uxbridge town ship was represented by one lawyer the gravel in terests by 15 evidence was completed by jan 23 leaving only the allimpor tant arguments by coun sel for the various parties friday jan 30 was set for this windup and crownig blow for town ship supporters the hearings were transferred to the omb building jitf toronto since most of the lawyers come from toronto while witnesses called by counsel were on the stand the conduct of the hoarings was impartial and thorough and must have impressed ati citi zen observers with its fairness but the handl ing of individual ratepay ers not represented by counsel was less happy when the proceedings opened a plea was made that the members of the ratepayers association that had been able to attend about half a doz en should be allowed to make individual state ments if they wished so that they could then re turn to their jobs this was refused and it was friday afternoon before the ratepayers who had stuck out at some pre judice to their employ ment were able to speak some must have wished that they hadnt bothered to wait on the stand some of the ratepayers were in terrupted more than once by the board chairman querying the relevance of what he thought the wit ness was going to say in evitably under this sort of pressure the ratepayers farmers office workers etc became confused and left unsaid some of the things they had waited through the week to say the board debated at some length before allow ing an engineer who had been on the stand previ ously as an expert witness to go on again in his ca pacity as a ratepayer the final ratepayer to speak was the reeve a second generation resi dent and owner of a very large property mostly for est he started to give some general background on the wav the gravel in dustry had developed in the township when he was cut short by the chairman saying that the board wasnt interested in his tory and that only evi dence relative to the cur rent application could be given the reeve didnt appear to want to go fur- ther after this no doubt the board was legally justified in apply ing these stringest stand ards to ratepayers who wanted to express a point of view but to see their chief elected representa tive cut down on a tech
