efficiency study to cost va million by william newman mpp ontario south ontario south a study of the efficiency of the provincial government recently announced by provincial trea surer charles macnaugh- ton is expected to take up to two years to complete at a cost of up to half a mil lion dollars mr macnaughton said the ontario study being set up under the treasury board offers significant advantages over a royal commission or independ- end review perhaps the most important benefit is that management improve ments can proceed during the course of the study a royal commission on the other hand would tend to suspend all administrative innovations until its re view is completed the study will be in the hands of businessmen se nior provincial civil serv ants and management con sultants with a background in government work the project will have three main responsibilities 1 determine economies that can be achieved by eliminating duplication and overlapping of serv ices 2 consider improving efficiency through restruc turing of government de partments and agencies 3 analyze the effective ness of government deci sionmaking machinery it will be by far the most extensive study ever undertaken by any govern ment said mr macnaugh ton the best ten years of a womans life are those she spends between ages 29 and 30 identify prop blade stouffville a section of propellor education minister william c davis that his department is en couraging school boards to increase class sizes next fall- president robert m smith a burlington tea cher on leave for one school year said that the announcement was com pletely contrary to all cur rent trends towards a more individualized education this alarms me as a professional teacher and i think that it should also concern parents he said we all favor saving the tax dollar but robbing the student of a close teacher- public relationship is false economy mr davis told the house november 28 that his de partment had no plans to increase class sizes he then announced march 5 that in creasing the pupil teacher ratio may be one answer to the teacher shortage federation spokesmen have forecast a shortage of 2700 qualified teachers in the fall this would include 1300 teachers now in the schools with emergency letters of permission is sued by the department it appears said mr smith that the depart ment is moving in one di rection while the public is convinced that it is going in another the man-on- thestreet reads about the halldennis report and thinks his children can ex pect more flexible and creative education but the ministers state ment indicates exactly the opposite trend and it is probably time for the par ent to decide whether or not he wants his child to go to school in a flexible situation or more crowded conditions what particularly wor ries teachers mr smith added is that schools are being urged to launch ex pensive innovative pro grams computerized in struction and educational television are police powers could be abused mp by norm cafik mp ontario riding ontario riding i would like to point out that the provisions calling for compulsory breatha lizer test concerns me to some extent i realize that the govern ment must do something to eliminate or minimize the carnage on our high ways where so many in nocent people are killed each year yet at the same time we must be concern- ned about the individual rights of citizens it is ex tremely difficult to equate these two desirable objec tives drinking drivers ob viously cause many acci dents on the road and steps must be taken to eliminate this hazard that is the placed on costs this means that the savings have to be made in the human area he said purpose of this provision of the omnibus bill i am not certain that there are not better ways of achiev ing this objective without at the same time recogniz ing the principle that no man is obligated to incri minate himself in our courts i have heard a great deal of discussion about the system that is employ ed in the province of bri tish columbia whereby a suspected drinking driver either take a breathalizer test voluntarily or the po lice officer takes the car keys from the driver for a 24 or 48 hour period this system has apparently worked very well in that province and in my view might well be worth con sidering i certainly see the ad vantage and the necessity of removing intoxicated drivers from the road be fore they kill themselves andor others and this legislation will certainly have a profound affect in doing this my only reser vation is in respect to giv ing such arbitrary power to the police force for fear that it may possibly be abused ssr ben- viva tvsg vdoc etna doo mooff sp0tl noosho- oem0 ert ss693 value check p meats make the meal better
