dwellings in clarkham village is not ex actly justified and has giv en the municipality three months in which to submit an alternate amount in the interval the by law will stand pending a second hearing if a new application is not filed the bylaw will automatically lapse following this period the omb met in mark- ham june 29 they found no fault with the 550 per suite charge for capital wa ter costs nor did they rule against the method of col lection on application for the building permit the request as it now stands would mean that douglas mcharg who pro- n poses to erect a new 90- suite apartment at the rear of dublin street in mark- ham would be required to pay in 27000 on receipt of a permit mr meharg appeared to oppose the by law complete it first mr meharg said that he was not objecting to the bylaw in principal but to the amount of the per suite charge and the time when it is to be paid he said that he had ad opted a policy of renting his apartments to only cou ples or single persons but no families he said he planned to do the same in the new one he argued v that this type of project did not represent compar able burden on water and sewer services as an apart ment where children were permitted mr meharg charged that t fee should be collect ed not when the permit is issued but when the apart ment is completed its a great imposition on any builder particularly a small one to pay out such a sum on application for a t permit he noted that the service charged for would not be used until the build ing was finished and peo ple had moved in mr me harg admitted that a sub stantial area in markham had been zoned to permit apartmenttype dwellings and he agreed that more could possibly be built in the future to serve 16000 kenneth a hyde a civil engineer with r v ander son and associates said that 605000 had been spent on sewerage services up to 1960 he said that in 1961 an additional 257- 000 had been spent on a pumping station and sew ers to serve the west por tion of the village he not ed that an addition to the plant to serve a population of 8000 would cost an es timated 316000 and would be built in the cur rent year he said that fac ilities to serve a popula tion of 16000 would cost an additional 600000 or about 75 per capita for water service improve ments over the same per iod he estimated the cost at 600000 plus an addi tional 200000 to replace the 4 inch mains still in use in a portion of the town he estimated the per capita charge on this pro ject at between 37 and 50 bylaw justified board chairman a w marin said that in the of ficials opinion the bylaw was justified he expressed concern however for the per suite charge for sewer services we feel that the 250 figure has not been justified he said that since an alternate amount was not available the board had no alternative but to give the bylaw temp orary approval for three months with the expecta tion that a new application would be submitted within that period their guard against any harmful encroachments from the metropolitan ar ea he added deacon said special at tention must be paid to the possible effects of the mu nicipality of metropolitan toronto act amendment bill 81 which was enact ed by the provincial legis lature last year under this amendment metro assumes the respon sibility of providing refuse disposal service for its con stituent municipalities and can do so anywhere in the metropolitan toronto plan ning area the planning area in cludes the fringe munici palities surrounding metro deacon commented communities bordering on metro want to continue their good neighbor policy there can be no thought of obstructing essential in tercommunity projects metro has taken many steps to improve fringe representation and consid eration garbage disposal is al ready a serious problem in metro and if our coopera tion is required we should no hesitate to help find a solution this solution must in clude the possibility of first exhausting all potent ial but unused metro sites and only then negotiating with the neighboring mun icipalities for alternate sit es deacon added metro must not be allowed to solve its problem by creat ing a new problem for one of its neighbors this is what concerns residents of vaughan township there is also the under lying principle of proper democratic procedure an issue which involves the entire metro planning ar ea all our communities want to cooperate with metro but metro must continue to treat its neigh bors as responsible munici palities with a right to be consulted he added mr
