debate is now before parliament and the people canada is choosing a distinctive national ilag and its own na tional anthem these issues are bound to raise much emotion symbols whether badges flags or anth ems have a deep emotional meaning that is why they help torhake a nation great help to inspire and nourish loyalty pa triotism and devotion among those who make up the nation when parliament takes its decision on these matters it will not be the members personal preferences that will ultimately prevail we will make a choice not for ourselves but for can ada in our country today there are 5 million or more canad- ians- whose tradition is not in herited from the british isles but who are descendants of the original french founders of our country there are another 5 million or more who have come to canada from far away lands with a heritage neither british nor french in world war i the flag flew for canadian soldiers overseas and it was the union jack as prime minister pearson said of the union jack i have seen it flying above the smoke and fire and crashing bombs in lon dons blitz i have seen it flying proudly in some desparate mo ments in 1915 i know it stands for freedom under law justice and the dignity of man for the glorious history of a brave breed of men the union jack should sturbe flown in canada as a symbol of our membership in a commonwealth of nations and of our loyalty to the crown in world war ii in january 1944 the red ensign came offlc- ially on the scene it was the flag under which our forces fought in the last great war however it is interesting to re call that the flag designated for the first canadian forces over seas and presented as such to general mcnaughton on his de parture for europe was a dif ferent one with the three join ed red maple leaves predom inant the maple leaf is also a sym bol of canada internationally in peace time particularly at the olympic games as well as in wartime our troops wore it on their caps and uniforms in the first world war it appears on the flag of the canadian army it appears on our national coat of arms it appears on the shields of our provinces we must of course remem ber that as a national canadian newspaper recently stated the symbols we are discussing im portant as they are in some re spects will neither confer greatness upon canada nor take it away that is accomplished by leg islation of amore practical kind and- a great deal of it is now sitting on the order paper wait ing for debate such debate is the reason for the existence of parliament the members are elected by the people on the basis of the poli cies and plans which they ad vocate these policies are de bated by the parliament of ca nada voted upon by the par liament of canada and subse quently enacted into law as the laws of canada in a representative democ racy the peoples representa tives are the decision makers on behalf of the people in fact those who are elected to serve canada in parliament owe the electors more than the advo cacy of noncontroversial ideas we members owe canada our best judgment and we fail can ada if we fail to exercise that judgment or if we pass our re sponsibility for judgment back to the electors who sent us to parliament while we are concerned ab out this whole question of na tional symbols national anth- them national flag and all they mean to our country we arc even more concerned with making canada the kind of country with freedom econo mic security social justice and opportunity for all the kind of country over which we will be proud to have a flag fly people are more important than emblems in themahy let ters written to the members in the great debate going ohllac- ross canada today there is a kind of yearning by canadians for greater national unity and the pride confidence and strength that comes from it in sumary then all of these ideas are merely an analysis of the issue as i see it as my con- stiuents you will wahttokhow my position
