and the host ess mrs gray approve sidewalk project to the brougham park a decision by pickering twp council to construct a sidewalk along the norih side of no 7 hwy to the brougham commu nity park that dates back as far as 1933 wlii de acted upon in 1964 mr donald gibson spokesman for a brougham de legation on monday night urg ed that this project be comple ted plus an addition to the pre sent walk- to extend west to the public school councillors hubert wank and donald camdbell voted against the walk service to the park but four other members agreed that the work should be done with reference to ihe sidewalk to the school the members felt that no previous commitment had been made and the project could be completed only on a local improvement basis councillor wank contended that the council had established a policy with regard to side walks and regardless of a pre vious councils decision the policy should not be altered councillor wm newman charged that the council of 1964 had some moral obligation to proceed with work that had been promised at an earlier time the cost is not to exceed 900 brougham residents fee upkeep of hall a council obligation the refusal of the 1964 pick cring council to approve the installation of a water and sep tic tank service to the township owned hail has aroused the ire of residents in the hamlet of brougham the issue was dis cussed at a public meeting held in the brougham school on wednesday evening of last week a standingroom only crowd was in attendance mr ross knox chairman of the meeting informed the gath ering that the dept of health would not permit the serving of meals in the building unless these services vcrc installed he said that the cost approxi mately 1400 had been with drawn from the 1564 budget its a step backwards said mr knox its the only hall in in the immediate area and is used by organizations all over the township and not just the people of brougham he said that the womens institute and the community club had done work in the building and he feared that it would tend to de preciate through disuse one ratepayer termed the move a trick of the south an other suggested that the coun cil would gladly rid themselves of the hall in favour of a more spacious structure in the south in the future mr warren willson said he could recall the day when the hall was turned over to the township many years ago and noted that the motion that re corded the move should still be in the municipal minutes will improve hall as community centre residents of brougham who appeared in force before a meet ing of pickering twp council on monday night to question the installation of water and septic tank services in the hall were assured that the ork would be done under a provision of the community centre act that would allow a 25 grant on capital expenditures the total cost of the project has been estimated at s1450 minus the provincial subsidy mr donald gibson spoke on behalf of the delegation the dept of health had order ed that the hall could not be used for banquet purposes tin- less these services were instal led mr gibson said that the hall had been used on 75 separate occasions in 1963 by groups from many different districts in the township he suggested that if uptodate services were not maintained the premises could fall into a state of disuse he said that mr donald beer had generously agreed to provide water to the building from his own private well and also per mit a portion of his lot to be used as a weeping bed the charge for this has been set at 36 per year both deputyreeve mrs jean mcphcrson and councillor hub ert wank agreed that the coun cil had been hesitant to proceed with the work because pertinent facts of the issue had not been made clear councillor harvey spang sug gested that since the 1961 bud gets had already been finalized it might be a good plan to spread the cost over a 2year period reeve clifford lavcnv concur red councillor john campbell aroused the ire of the deputation when he spoke in opposition to the hallimprovement project i cant see the purpose of spend ing money for this purpose he said sooner or later there will be one hall left up in the north end of the township and our facilities will be located on no 2 hwy he suggested that the present premises on the brock road at brougham would prob ably be donated to some person residents of uxbridge town ship brought their appeal cases before county judge hall nicholas pitsul asked for a reduction on his residence from 2250 assessor hepditch said the home was valued at 10000 which made the assessment fig ure less than one third the own er complained that the location was poor judge hall said he realjzed council is required to provide more services and there fore must collect more funds he believed the assessment quite fair since the township assessor mr clark had given up the as sessing job before the work was completed and clerk klwood foskett was in toronto
