r4t th sto ui8we twtety ftbnwy 6 m pickering tp recreation committee budget of 25000 for this year school chums act as pallbearers at saturday funeral for ten- year old claremont district boy drowned in abandoned well at the first 1961 meeting of the pickering township parks and recreation committee held on january 29 members were introduced to the council rep resentatives who were appoint ed for this year to sit on the committee councillors john campbell and don waring the committee is comprised of don beer don hopkins terry ryan gordon shaver and the two councillors it remains lor coun cil to appoint one further mem ber from ward 1 to replace mr kalman vizely who left the township last jear donald beer of brougham was reappointed chairman for 1964 and mrs klsa storry ap pointed secretary harry ashton parks administrator explained th function of parks and recre ation in the township and the grants which are ava lable from the department of agriculture and the community planning branch of the department of education in reviewing the past years members agreed that more or ganization was needed for the various parks and recreation groups throughout the large township they felt that in viewing facilities observers might conclude that not too much constructive success had been achieved and yet the limit ed budget the township pro vides had been allocated with much care for the pursuit of im provement in the parks and a recreation programme it was concluded that perhaps a programme over the years of capital works for parks and re- creation improvements should be instigated rather than the provision of equipment and minor allocations hockey and baseball equipment had been purchased and distributed from the township centre to the ap- fiicants with the request that t be returned much of it deteri orates during the season is lost or worn or not returned and new had to be purchased each year donald hopkins recommended a policy and put it in for a resolution which was unani mously passed that the commit tee consider allotting sufficient money from the 1964 budget to finance the lighting of east woodlands and bay ridges parks for the purpose of soft- ball and hockey as an immediate project since two ball parks in the northend had lighting and there was a need for lights in the south part following this that funds be set aside for the grading of the biougliam and claremont parks and still furth er that the remaining parks in the township receive the bulk of the monies to be used for repair and maintenance this programme mr hopkins con tended could cover a three year period and could eliminate the minor allocations to which vari ous parks and recreation com mittees might contribute them selves or adopt sponsors for same this way members agre- gd there would be something permanent to show for the ef forts of the parks and recrea tion committee members agreed that they could not commit future coun cils and committees financially but felt that consideration should be given to the policy of such planning they will give the motion further study at budget time and seek the en dorsement of council and of the several parks and recreation committees thioughout the township this programme would not necessarily affect other recrea tion programmes in the town ship which the committee has assisted such as swimming boating physical fitness and others seek larger budget the committee by resolution will apply for a budget of s2500000 for this year from council to be divided between paiks and recreation this same amount was requested last year but cut by council to about 1400000 or a quarter mill levy on the taxpayers in 1963 the requests from lo cal parks and recreation boauls amounted to approximately 7200000 so the committee had to cut drastically in all direc tions to distribute equably lit tle more than onefifth of this amount the meetings of the picker ing township parks and recre ation committee ate fairport po frenchmans bay fcbrujry 1 1964 dear sir mr lehmans condemnation of pickering township council is most puzzling and entirely unwarranted the question pla ced before council was to ap prove a recommendation of the planning board to rezone land from agricultural to commer cial to permit the building of a motel apparently mr leh man wishes to fight the battle of the liquor plebiscite all over again this battle was won fairly and as is the case in all levels of government the ma jority rules and we must sub mit to the ruling of the maj ority whether we like it or not i assume mr lehman is a conscientious christian gentle man however he is also a member of the planning board a member of this toard is sometimes called upon to make decisions similar to a jury member and should at all tim es have an open mind and be completely fair and unbiased in his vote either in the affirm ative or negative the ratepayers of pickering township are in despawe need of commercial assessment at a possible mill rate of about 98 in the south portion of the township industry and com mercial assessment is our only hope of lower taxation our police and bylaw officers are capable of attending to overburdened taxpayer in summarizing mr leh mans letter it leaves the im pression that he feels he can not serve two masters and serve them both equally let his conscience be his guide as to whether
