and lome are happy to announce the birth of a son on june 20 1963 at scarborough general hospital keeping mr and mrs david keeping are happy to an nounce the birth of their daughter sandra lynne on june 2sth at the scarborough general hospital miss laura mac brubacher is taking a six weeks summer to locate here when they learn cil meeting where in both cases the stouffville public utilities commission came un der heavy criticism 1 should like to make some personal comments i am sure of one thing we need more cooperation and less criticism between the town council and the puc for it is this lack of coopera tion in he past that has cost the citizens of stouffville thou sands and thousands of un necessary dollars it would appear from reading your papers report that much valuable time was spent at the council meeting condemning the puc and its operation i suggest that this petty criti cism supported by an editorial were designed merely to head line the paper and detract public thinking from some of the more serious problems fac ing our town this seems like utter nonsense when time and effort could have been spent more profitably this type of thing can only have a tendency to create lack ot confidence in those who have been elected to guide the destiny of our town the time is long j past when we can afford to sidetrack the real issues before us by laying the blame on oth ers we of the puc commission would welcome any construct ive criticism but before we crit- ize the actions of others let us be sure we have a better solu tion to the problem as one member of council charged it was lack of foresight on the part of the p u com mission that caused low water pressure at the east end of town i feel he has a lot of room to talk about lack of foresight when we look back and see some of the blunders some of past councils made and while he was a member of same the editorial and council re port were both criticizing and condemning the puc for the lack of water service being the main reason for the slow re sponse to industry locating here if industry wished to i locate here ample water serv ice could be provided and quick ly but i do not propose to be a santa claus with our sur- pjus funds let us face the facts can we expect industry to be anxious 1 5 1 the puc was criticiz ed for not spending the surplus junes we have invested but have always contended a little surplus funds in a case of emergency is good financing there are a couple o large expenditures coming up in the near future and the commis sion are in hopes of financing these projects out of surplus funds and current revenue thereby no having to debent ure to complete this work 1 6i the puc has had two requests lately for water serv ice to distant parts of the new annexation area this would create an expense of thousands with very little return 1 7 1 many have different ideas on how to cure our water problems probably the only sure fair and equitable way is to meter every water service but this again would cost thou sands plus extra expense in reading and accounting the re sult would be a higher water rate which i definitely oppose 8 after our discussion on this water problem i moved the adoption of our present hose watering restrictions which is only temporaryl it was seconded by reeve tim bers with pvc chairman neville signing to make it una nimous 91 having heard the rea sons behind our waterhose re striction program i am sure most people will be willing to cooperate with the puc de cision on these temporary re strictions until a more perma nent solution can be implement ed 10 the picture must look different since hearing the facts signed w d atkinson stouffvillt public utilities commissioner local and tway my i 1965 the stourtviui tribun1 f9 years it is still going higher how can we expect industry to come here and be asked to help pay an ever increasing tax bill which was created before they arrived let us stop and think who is kidding who lets not lay all the blame on the puc spare does not permit me to go into detail on this water restriction program htil i would like to briefly state a few facts 1 water hose restrictions were not designed to bring hardship on anyone hut under the circumstances we had to form a sharing plan the commission thought that the most simple and efficient way would he to enforce a tempo rary hose watering program we arc hoping and feel sure our citizens will he willing to cooperate in this matter when they know the reason behind these temporary restrictions 2i some of our neighbour ing towns
