mittee proposed that the south half of the brock road be recon structed at a meeting of on tario county council at whitby last week the committee recom mended that petitioners for speed reduction on road no 1 be informed that the county has no authority in such a matter a petition requesting reduc tion in speed limits on road 1 between kh 2 and brougham has been considered by the com mittee the subject of speed con trol has been considered on many previous occasions but un der present legislation there is not a solution which would be satisfactory to the petitioners speed limits on rural county roads can be reduced in general only if development along the road qualifies for a a built up area fifty percent of the frontage for 600 feet on one side or 300 feet on both sides must be occupied by buildings if such a concentra tion of development exists a 30 mph limit can be posted b an urban area to qualify as an urban area build ings must be located at inter vals of less than 100 feet for one quarter of a mile a 40 mph limit can be established in an urban area the present 20 foot pavement with very narrow shoulders is a factor which contributes to ac cidents on road 1 because of this and other factors our pro posed budget for 1962 provides for a reconstruction contract on the south half of the brock road when reconstructed there will lie a wider pavement 24 ft with safe shoulders 12 ft on cither side the brock road does not qual ify for speed reduction under the highway traffic act we therefore recommend as fol lows a that the petitioners bead- vised of the county plans for improvement b that since the whole sub ject of speed regulation is a re sponsibility of the provincial de partment of transport the peti tioners be advised that the county does not have authoriza tion or jurisdiction to establish limits other than those outlined in the highway traffic act emo budget okayed on a close vote by a close vote of 2019 on- arid county council has given its approval to a 35000 budget to operate the emergency meas ures organization for 1962 the issue had been the subject of much controversy on previous occasions but last week the request was passed without dis cussion out of this 35000 fig ure the countys share will be 176800 bernard baker to head recreation committee mr f bernard baker has been reelected to the office of chairman of the pickering twp recreation committee at their inaugural meeting on wednes day evening feb 14 the choice of mr baker was unanimous with the other members mrs lee beer will continue in the position of be economical speaking on a resolution from prince ed ward county council that asked for inspection of all meat prod ucts by provincial and federal authorities reeve down charg ed that such a regulation could be a nuisance he contended that if a farmer killed a pig for himself it would not be worth his while to send for an inspector you would be as well to give the pig to him he said his remarks were followed by echoes of laughter in the assembly deputyreeve geo brooks of whitby disagreed he charged that there was no harm in hav ing all meat inspected even if it was only for the farmers own consumption the report was ac cepted and filed 4h club news report the 4h club programme in ontario county for 1962 will be getting under way very short ly according to the ontario de partment of agriculture office in uxbridge they report that the number of members this year will probably set another record the 4h club movement is act ive in thirtyseven countries of the world in canada last year over 80000 boys and girls took part in this educational pro gramme the motto of the 4h clubs is learn to do by doing this is carried out by each mem ber having a project which he or agricul ture in uxbridge for particulars county court of revision rejected any proposed plan that would institute a county court of re vision to cope with assessment appeals in the individual muni cipalities was rejected last week at whitby one of the most outspoken participants in the discussion was geo brooks deputyreeve of whitby i oppose this meas- nre very strongly he said reeve cyril farmer should receive com pensation for such negligence deputyreeve geo brooks of whitby argued that he as a huntei would be paying for anothers carelessness he con tended that this was not fair he charged that there would al ways be the individual who would not take the necessary precautions he noted that whilo the guilty party should be prose cuted to the fullest extent of the law he did not feel it would be right to prosecute the inno cent also reeve cecil fralick of scu gog charged that a hike in tho license fee would not get rid of the careless hunter he charged that the payment could
