Mr. Chamberâ€" lain, in other words, would return to the gold standard. Mr. Chamberlain may be right. Gold, as a measurement of the world‘s curâ€" rencies, as a stabilizer of the world‘s money, has no real substitute,. the monsy doctors and money fadists to the contrary notwithstanding. How did the United States get conâ€" trol of this gold? It did it by the simâ€" ple process of refusing to take payment of either the principal or interest of debts owing it in goods. It loaned monâ€" ey to Europe, and it maintained an exâ€" port surplus with Europe. But by its tariff and debt policies it insisted that it be paid back in gold. In one year alone it drained the world in this way of $1,250,000,000 in gold. There was not enough gold to go round. Other nations found themselves forced off the gold standard, as Briâ€" tain was in 1931, because of an insuflâ€" ficiency of gold to meet current deâ€" mand. As Mr. H. G. Wells put it at the time, one player had won all the marbles, and the game couldn‘t go on. The trouble with the gold standard, or, to be more precise, the trouble with the gold standard in recent years, was that certain nations refused to accept it under necessary rules.. The gold standard, to be effective, necessitates that each nation, or each nation on the gold standard, possess a certain amount of gold. It cannot be effective, quite obviously, if one or two nations accumulate all the gold. Why the Gold Standard Failed to Work Smoothly That, precisely, was what happened before 1930. The United States secured control sf something like half of the world‘s monetary gold, with France holding the bulk of the other half.
