North of Cochâ€" rane we have seen much new country opened up by the pushing of railway steel to tidewater at Mo»sonee on James Bay and amongst cther things the construction of the gigantic hydro elecâ€" trical development at the Abitibi Canâ€" yon. But the activities in that part of Ontario north of Cochrane do not conâ€" cern the topic of this letter. It is the development south of the town of Cochrane with which we are concerned. The history of the North shows that as time goes by and certain sections are developed and business activities are increased the governments in the interest of the people and for the better and more efficient administration of justice create new judicial districts in this large North Land. This is as it should be. Conditions between the town of Cochâ€" rane and the township of Teck (in which are Swastika and Kirkland Lake) now justify a further changeâ€"the establishment of a new judicial district. Apples southern boundary of the present disâ€" trict of Cochrane with some changes perhaps in the southwest portion, and the northern boundary could be at about Nellie Lake to take in Iroquois Falls and Ansonville. In sther words very much the same as the present electoral riding of South Cochrane exâ€" cepting Bwastika and Kirkland Lake. The rapid strides made by the Porâ€" cupine camp and the town of Timmins particularly justify the request for a change. The somewhat slower but gradual advance:ment of other parts 6of South Cochrane also contribute to the necessity of such reâ€"arrangement. The first question which might be asked is how does this affect the people of Timmins as a whole? The many ways in which this town in general would benefit are too numerous to set forth in this letter but in the space at my dGdisposal I shall endeavour to enumerate some o{f them as briefly as First, it would mean the construction of a large court house in Timmins which being the largest centre and from where most business emanates wSuld be entitled to it. A court house would cost the people of this town nothing for court businesses are built and maintained by the province and not the municipa@lity. The construcâ€" of this building at a cost of perâ€" haps $250,000.00 or $300,000.00 (I do not know the cost of those at Cochrane and Haileybury) would provide much work f2r many needy men now having diffhâ€" culty in making ends meet, and firms selling building materials would beneâ€" fit accordingly. There are no provincial buildings in Timmins although badly needed. London‘s demands are modest for in addition to the above two items totalling $700,000.00 it wants a new public library at $150,000.00 and two bridges at $50,000.00 each, making a total of $950,000.00 all for one city. And probably if London fights hard enough it will get all it asks for. A few years ago there began a strong agitation for a federal building hereâ€" a post office. Many treated it lightly, some went as far as ridiculing the idea. Those behind the proposal stuck to their guns, worked hard and the result is a modern post office and customs building costing around $85,000.00. And there is noNone who can say it has not benefitted our people as a whole and is not a credit to this town. At Ottawa now there is a confersence of prsvincial and federal governments and it has been announced that a huge programme of expenditure for public works to relieve unemployment and to stimulate business activity involving many millions of dollars has been deâ€" cided unon. The money is going to be spent somewhere in the Dominion of Canada and why should not this localâ€" ity receive its just share? Hamilton says it should receive first consideration and expects a new post office and customs headquarters. Under this public works programme to be launched as a result Oof interâ€" provincial and federal conference agreements Toronto is to have a new headquarters building for the Ontario Hydro Commission. You may be sure Toronto will get its share. The Hydro Commission already has a fiveâ€"storey headquarters building and if it needs another why not use some of that huge surplus the Hydro says it has? In adâ€" dition there is spoken of for Toronto a Women‘s College hospital, the hosâ€" pital of the Sisters of St. John the Divine and an addition to the Toronto Western hospital. The proposal the writer is advocating is for the benefit of all the people of a section of Northern Ontario which is entitled to what the writer considers is a necessity. The revenue derived by the provincial treasury from South Cochrane by way of mines royalty, crown timber dues, liquor profits, gasâ€" oline tax and automobile tax n°t to mention a host of other sources surely entitles us to ask that this necessity be granted. This letter is written by me n as a member of any political party and not as an attack «m or a censure of any government but as a citizen of a community entitled to something which probably can be obtained if strong enough pressure is brought to bear and quick action taken. If the council of the town of Timâ€" mins, the local Board of Trade, the Kiwanis Club, our jocal member of the Legislature and othrs interested put their shoulders to the wheel, woark in unison and "stand up on their hind legs" and fight, something might be obtained for the south end of the disâ€" trict and at the same time unemployâ€" ment be materially alleviated. And could there be a more suitable Porcupingé!" Some one will say "How can this be effected? The provincial government will say it cannot afford an expense of say from $250,000.00 to $300,000.00 for a court house and Land Titles Office." (I cannot vouch for these figuresâ€"they are merely a guess). I have skimmed sver in a very brief way the many advantages which would accrue to the people of this community if there were a new judicial district with Timmins the county seat, and any one who will take time to ponder careâ€" fully the situation with gll its ramifiâ€" cations will think of many ,more reaâ€" sons why a change should be made. Surely our merchants, hotels and restaurants would benefit if four times a year jury men and parties to litigaâ€" tion and their witnesses were to asâ€" semble here, not to mention the inâ€" numerable other times out of town perâ€" sons would be here on legal business. Those interested in the administraâ€" tion of the estates of deceased persons, in‘ bankruptcy matters, in naturalizaâ€" tion, in examinations of discovery in civil matters and in other affairs too numerous to mention would readily see the difference if a change were made and no doubt would appreciate the saving in time, expense and inconveniâ€" ence. Four times a year jury men are callâ€" ed to Cochrane to attend the Supreme and District courts and the Poreupine camp, having the largest population of any single part of the present judicial district, usually sends the largest quota. I need not point sut to those gentleâ€" men from Timmins, Schumacher and South Porcupine who have attended jury sittings in Cochrane, the inconâ€" venience of so doing or the great adâ€" vantage it would be if this duty could be performed in Timmins.
