Chelest and Robert Levique, by Prompt and Effective Ac‘lion at Gillies Lake Prevented Tragedy on Thursday Last. William Chelest, a lad of seventeen years of age, is being praised these days for his prompt and effective acâ€" tion in saving the life of a girl of fifteen at Gillies Lake on Thursday last. Roâ€" bert Levique, a boy of 16 years, also shares in the merited commendation as he went to the assistance of young Chelest and gave valuable help in the rescue. The girl, whose name is given as Kideckle and whose age is fifteen or thereabouts, apparently waded out and unexpectedly got in deep water. The girl evidently became frightened and was in a fair way to be a victim of the water when young Chelest noticed that she was in difficulties, and without moment‘s hesitation he jumped in the water and went to the girl‘s rescue. Youn: Levique, who was nearby, also went very promptly to the rescue, ant the two lads were able to get the girl to the shore and scon had her revived and none the worse for the dangerous expsrience through which she had passed. Pec:l‘e who were nearby but not able to assist the girl are loud in their praise of the prompt way the two lads acted and the effective measures they tcok‘to rescue and revive the girl. These people say that without the prompt action of the lads there would no doubt have been another probable tragedy. The fact that there is nearly always some good swimmers at the lake and their readiness and ability to help greatly increase the chances for safety at this popular bathing place. For years past the Ontario Governâ€" ment has been urged to pass some form of indemnity insurance legislation in connection with automobiles to proâ€" tect the public and other motorists against the worthless and reckless drivâ€" er. The Government gave careful study to the matter and also appointed a royal commission to thoroughly study the whole question from every angle. As a result of the enquiry what is nown as the Safety Responsibility Law of Ontario has been passed and will come into force on Sept. 1st, 1930. This act is not retroactive as to any accident or conviction which occurs prior to Sept. 1st. 1930. The Law was passed by the Legislaâ€" ture of Ontario on recommendation of the Honsourable Mr. Justice Hodgins as Rcoyal Commissioner after careful inâ€" quiry by him in Canada, England snd the United States. It has been endorsed by the, Ontario Mctor League, by the Canadian Manuâ€" facturers‘ Association, by the Ontario Boards Oof Trade and Chambers of Ccommerce, by the Toronto Board of Trade, and by the Canadian Automoâ€" bile Underwriters‘ Association. ‘This law applies to all automobiles, motor trucks, trailers, motorâ€"cycles and tracters. ' The act will apply penaities only i0 those who bring themselves under it. It is intended to encourage safe and careful drivinz and to penalize reckless or careless drivers. If damage be dore to the person CY persen or property of others the: operâ€" ator‘s license or motor vehicle permil which has, been suspended will not be restored until damages awarded by a court in Ontario or in any other, proâ€" vince of Canada have been paid. Payâ€" ment cof damages by instalments may be authorized by the court in Ontaric which gave judgment. Every motor accident in Ontario reâ€" sulting in injury to any person, Or damâ€" age to preperty which apparently exâ€" ceeds $50, must be reported to the police by the persons involved and by the police to the registrar of motor vehicles in Ontario. The registrar will keep a permanent record for each person inâ€" volved in an accident and a copy of such driving record may be obtained on request and payment of a fee of $1.00. Under reciprocal arrangemen‘s with cther provinces and states of the Unitâ€" ed States any driving offence by an Ontario motorist committed outside of Ontario will be reported to the registrar of motor vehicles in Ontaric, who may then require proof of financial responâ€" sibility.
