Under the South African system, he states that every underground man who is in charge of other men, must ‘be in possession of a certificate issued by the Governâ€" ment. This can be cancelled at any time if he does not exercise ordinary care in the carrying out of mining operations. : Such a system has been recommendâ€" ed to the consideration of the Comâ€" mission investigating the Hollinger disaster by Mr. Sutherland. He states that the issuing of the certifiâ€" cates does not involve on the part of the Government any responsibility in regard to a man‘s ability. It does, however, place upon the foreman a definite sense of his responsibility. Mr. Sutherland states that practiâ€" cally the same principle is involved in coal mines, but South Africa is the only metal mining, district _ which recognizes the right of the Governâ€" ment to license underground foremen.
