The despatch says :â€"â€" ‘*Any male or female who is a British subject, 21 years of age, and who has ordinarily resided in Canada for 12 months, and in the electoral disâ€" trict two months ‘before the issue of the writs, is qualified to vote. ‘"Owing to several changes in the Provincial laws and Dominion Eleeâ€" tions Act in recent years, much conf‘uâ€" sion exists as to voters‘ lists for the next Dominion elections. In response to _ enquiries, Alexander _ Smith, Ottawa, who has made a special study of the law, furnishes the following outline; ‘*‘In June, when amendments to the Dominion Elections Act were under discussion, Sir James Lougheed, leaâ€" der of the Conservatives in the Senâ€" ate, suggested that the returning offiâ€" cers be appointed by the Governorâ€" (ieneralâ€"inâ€"Council upon the recomâ€" mendation of the Secretary of State, not for a stated period of time, but ‘‘during pleasure.‘‘ This admendâ€" ment makes the position of returning officer one of considerable dignity, and in keeping with the responsibilities of the office. The duties of this official can only be terminated by personal resignation, death, or by an order of the Governorâ€"Generalâ€"inâ€"Council. ‘*The returning officers may now be appointed before Parliament is disâ€" solved, and the necessary documents, except the writs for the holding of an election forwarded to them. This will expedite the carrying out of elecâ€" tion proceedings, and give the chief official for each constituency an opporâ€" tunity to prepare for his work. Inâ€" dications are that returning officers will be appointed weeks before dissoâ€" lution. Mr. R. Whorley, pioneer florist of the North Land, who has done so much for horticulture in this country, will be up from Haileybury to act as Judge, and he will have a capable asâ€" sistant in the work of judging. (On Wednesday last the firemen had a run to Wadsworth Valliquette‘s pressing parlour on Balsam Street. The fire was extingurshed with a loss of around $25.00. A pressing table, some casing and some beaver board were scorched or burned. It was necessary only to use the chemical tank to get the fire out, and this, of course kept the damage down. The firemen as usual, made prompt resâ€" ponse to the alarm and did good work on arrival.. The qprigin of the fire is not known, but it looked likely that the blaze started from around where the pressing iron was situated. Atkinson, who last spring completed his course in engineering at the Uniâ€" versity of Toronto, left on Monday of this week for England, where he with J.
