The hope of the country for the far future rests chiefly on its agricultural possibiliâ€" ties. Accordingly, to help the develâ€" opment of agriculture here is to help the whole North. More and more the value of the settler to the counâ€" try is being appreciated. Helping the settler is not helping an individual, nor helping the whole North. Roads for the settlers can not be classed as a ‘‘local‘‘ question. Around New Liskeard, Englehart and «other southern sections of the North, where there has been settlement for twenty years or more, the matter of roads may be a ‘‘local‘‘ question. But in the newer North the question of roads is far beyond mere local interâ€" roads depend the succeess or failure of all plans for the developâ€" ment of the country. The question of needed roads is so broad that toâ€"day it may be said to be the North‘s higâ€" gest problem. In this matter no. single section can be helped withâ€" out the whole North reaping advantâ€" age. The particular questions referred to were chiefly resolutions regarding needed roads for the setâ€" tlers in various parts of the district. The argument advanced was that these ‘"‘local"‘‘ issues were questions for the local boards of trade, and not for the Associated Boards. The answer to this argument is that there are no local boards to deal with these soâ€"called local questions. The settlers have to depend on the assisâ€" tance of patriotiec men of the North for anything they may secure. By the very reason of their conditions and cireumstances, it is impossible for the settlers to have organizations or advocates. In most cases their need is actually so great as to preâ€" clude the possibility of any of them being able to spend the time or the money necessary to make their wants known in any effective way.
