This places it in authority over the CBC as well as private broadcasters as far as achiey- ing policy is concerned. It would be the sole authority empowered to issue broadcast- ing licences. The new bill gives the govern- ment a veto over a decision by the commission to issue, amend or renew a licence. But the commission would re- main the only body able to give out a licence.
