Every evening he works on his campaign until about 10 p.m. Most of the time is spent knocking on doors -- he esti- mates he has visited 1,500 peo ple since he started campaign- ing back in April. He slowed down during the summer and had been going full speed the last three weeks. Mr. McPhail is spending less than $2,000 on his campaign. Public meetings are usually out because, Mr. McPhail said, "7 don't see the purpose of pub- lic meetings -- the same old people come and hear the same old thing". MAIN ISSUES He sees the three main issues in Ontario riding as: the cost equeeze being put on farmers, the lack of municipal taxes in small villages and the theory that a government should be thrown out every so often so they can sit back, contemplate and revitalize. The farmers' problem is simple: costs which are too high and profits which are too low: Mr. McPhail said in small villages only 3 per cent of as- sessment is industrial and 57 cents of every dollar are for education. "There is no indus- trial base to pay for the schools and all of the villages need sew- age systems," he said.
