Congress of Rev- olutionary Organizations in Havana which said Vietnam had shown the U.S. could be defeated in the field by proper- ly trained guerrillas. The task! at hand was to create Viet- nams in Latin America. Meanwhile, a hero cult was being built in Havana around the absent "E] Che." SUCCESSFUL FORAY A recent report says Guevara apparently entered Bolivia around the beginning of this year with a group of veterans of the Cuban revolution. They were successful in their initial stages of insurrection. But the report said, Cubans lost support and the Bolivian Army changed its tactics to one of contain- ment. Supplies ran short.
