A number of changes in the Criminal Code, including an omnibus bill covering matters such as therapeutic abortion, and birth. control are in the priority group. They include a bill dealing with capital punishment and another providing penalties for "the sale and advertising of hazardous substances," proba- bly mind-expanding drugs such as LSD. The Food and Drugs Act and the Narcotics Act are to be amended to contain the "haz- ardous substances," not speci- fied in the list that was tabled. Also on the priority list is a bill to widen the grounds for divorce. Abortion was not mentioned in the list but Justice, Minister Trudeau said in an interview that it is part of an omnibus bill on the Criminal Code. Changes affecting the penal, prisons and reformatories and parole systems also will be pre- sented. T..0 ON THE WAY Two of the 15 priority items already are well on their way through the parliamentary mill that began Sept. 25, after a summer recess. They are a bill to establish a Canada manpower and immi- gration council, now awaiting third reading in the Commons, and another authorizing the CNR to make capital expendi- tures of up to $264,800,000 this year. The sum includes $67,- 000,000 for Air Canada. A bill increasing letter post- age rates in Canada by one preceding the bill, which also would revise rates for newspa- pers and periodicals, has been introduced. Priority items yet to come would: Establish a Canada Develop- ment Corporation, an agency to resources; age and increasing benefits; | Amend the Criminal Code to cover "hate propaganda;" Amend customs tariffs to bring them in line with new international rates agreed upon during the Kennedy Round negotiations at Geneva. Other priority items on the list include bills resulting from Finance Minister Sharp's budg- et resolutions. They include: A bill that would allow the provinces to set up programs for educational broadcasting; A bill changing the Patent Act and the Trade Marks Act and aimed at prices; Bills changing the Currency, Mint and Exchange Fund Act, the Industrial Relations and encourage investment by Cana-|nisputes Investigation Act, the dians in Canadian industry and} Judges Act, the Excise Act, the Industrial Development Bank Amend the Unemployment|Act, the Publication of Statutes Insurance Act, extending cover-|Act, and the Food and Drugs Act. lowering drug|government's Liberals for not changing tax jregulations to exempt a mar- \ried couple earning up to $4,000 a-year from income tax. Two days earlier the Liberals! faced a much closer test when jall opposition parties combined to challenge their housing poli- cies. They survived that one by a 14-vote margin. The attack on government spending policies Tuesday was interspersed with talks on national unity, foreign affairs, House rules and_ international tariffs. Revenue Minister Benson predicted that within two years the federal cabinet would be feeding financial decisions into a computer and reading the economic results, The system would: enable Ottawa to project its spending plans five years ahead and establish realistic priorities.
