Monday, NASA announced that Seamans resigned as dep- uty administrator etfective Jan. i, The reason given was "per- sonal reasons," the same that has been put forth many times for personnel shifts that have joccurred since the Apolol 1 fire killed three astronauts last Jan- uary. In some cases, a man has been replaced because NASA or the contractor employing him felt the job could be done better by someone else . In other cases, the men felt it was time to get out of the Apollo pro- gram. One or mere of these reasons were cited: 1, The program is lagging far behind schedule, leaving, as Seamans noted, only a slim chance to reach the moon by the 1969 goal. PRESSURES MOUNT 2. Pressure has been heavy jon NASA and contractor offi- \cials because of the fire. | 3. Congress cut heavily into the NASA budget request for this fiscal year, forcing cancel- lation of some programs and jeopardizing others. As a result, ;wholesale layoffs are occurring jin the aerospace industry. Seamans, with a reputation as a capable official since join- ing NASA in 1969, has fought hard beside Administrator James E. Webb to build a sound base for exploring space beyond the Apoilo moon land- ing. Now, because of the Apollo fire and the deen budget puar- ing, many of their dreams have been dashed or delayed. CALLS FOR CHANGES Since the fire, NASA has made numerous high level per- sonnel changes. The agency has been criticized by some con- gressmen. Some suggest Webb should resign. A board of review that investigated the Apollo 1 fire criticized NASA and Contractor North American Rockwell for poor management, negligence and sloppy work on the capsule in which the astro- nauts died. NASA and North American initiated a $75,000,000 effort to improve the spacecraft. The first craft scheduled to he manned was to have been deliv- ered to Cape Kennedy next February. Last week NASA said it was discussing with the company a revision of the delivery date, possibly until May. That's 19 months after the tirst manned Apollo flight was to have flown. Spock Advises Disobedience? NEW YORK (AP) -- A group which includes baby - care book author Dr. Benjamin Spock announced Monday it intends to use civil disobedience to help draft - resisters defy U.S. draft laws. The group, which calls itself Conscientious Resistance, will travel to Washington Oct, 20 to be present at the justice depart- ment when draft resisters plan to turn in their draft cards, a spokesman said. At the news conference where the decision was announced were Ashley Montagu, anthro- pologist; Rev, William Sloane Coffin, chaplain of Yale Univer- sity; Paul Goodman and Dwight MacDonald, writers; Noam Chomsky, 'anguage pro- fessor at Massachusetts Insti- tute of Technology, and Marcus Raskin, a former White House aide and co-director of the Insti- tute for Policy Studies. Rey. Coffin, calling churches and synagogues the sanctuaries of conscience, said that if a draft resister comes to him for refuge, "it's up to me to pro- vide him asylum." 1,000 Visitors | For Museum The Canadian Automotive Museum attracts more than 1,000 visitors each month, says H. J. Brennen, assistant gen- eral manager of the museum. Mr. Brennen said 45 cars have passed through the doors of the museum this year.
