D. H. Lule, a representative of the International Confedera- tion of Free Trade Unions, said Africa needs people who can train the Africans how to use their agricultural resources. Mr. Lule accused the 19th century colonial administration of emphasizing the education for white collar j obs and rele- gating agriculture to a lower social status.
