Capital Gains Tax Opposed TORONTO (CP) -- A policy committee of the Progressive Conservative party agreed Tuesday after a two - hour de- bate to recammend that the party disagree with the prin- ciple of a capital gains tax as proposed in the Carter report On taxation. The recommendation will go before the final plenary policy session at the party's centen- nial conference Thursday. Earlier, the 20-man commit- tee examining the implications of the Carter report for party policy, rejected motions that in effect would have called for referring the report to a stand- ing Parliamentary committee. Eldon Woolliams (PC--Bow. River) started the wrangle by saying the policy committee was in no position to make defi- nite recommendations on any- thing as complex as capital gains tax or the Carter report without prolonged study. 'RESPONSIBLE STEP' That would be the most responsible step concerning the report and its capital gains recommendations that the PCs could adopt, he said. Fred McCutcheon, Montreal stockbroker and son of leader- ship candidate Senator Wallace McCutcheon, argued that Mr. Woolliams' suggestion would mean party policy would be set by a Parliamentary committee. If it had to be referred, it should go to a party group for study, Two motions--one to refer the Carter report as a whole to a Parliamentary committee and the other to refer" 'the capital gains pr narrowly. The committee is continuing its study of the report. Lord Robens Holds Post LONDON (CP) -- The gov- ernment has decided to retain Lord Robens as chairman of the National Coal Board and to reject his offer to resign follow- ing the Aberfan disaster, it was learned today. An informant said an announcement to this effect likely will be made during the next few days. Robens, widely considered to be one of Britain's top adminis- trators, was among those criti- cized last month by the judicial tribunal which blamed the coal board for last year's Welsh mining disaster that killed 116 school children and 28 adults. The tribunal said the slag slide might never have hap- pened but for the bungling, fool- ishness and ignorance of coal board officials. It specifically named nine officials. Robens; who headed the publicly-con- trolled industry since 1961, was criticized as the man responsi- ble for the board's policy and for "inconsistent" and "unwise" statements following the disaster. Robens offered to resign but the government put off a deci- sion for a month to speed tribu- nal recommendations to ensure against another such disaster. Meanwhile, many union offi- cials and editorial writers in Britain came out in strong sup- port of Robens. It is understood the govern- ment has decided Robens is too Valuable' an administrator to lose during a difficult period of shutting down unprofitable mines to make the coal indus- try more efficient and competi- tive with other fuels. Bishop's Court Possibility Seen TORONTO (CP) -- A high Anglican Church official says a bishop's court could be called to investigate the activities of one of its Toronto canons in an alleged demon-exorcizing cult to be spotlighted in an upcom- ing inquest. At least 16 witnesses, includ- ing doctors and clergymen, will be called to testify in the Sept. 24 inquest into the, death of 18- year-old Kathy Globe of Bur- lington, Ont., who died last June 18 in the rectory of St. Mathias Anglican Church here of meninigitis and a brain abscess.
